In line with the Central Government's policy on reforming the organizational structure towards a streamlined, effective, and efficient system, and implementing a two-tiered local government model, Dong Nai province has identified promoting decentralization and delegation of authority as a key task to improve the efficiency of state management and the quality of services provided to citizens and businesses.

In the context of the city's ongoing 500-day special emulation campaign "Unity - Discipline - Efficiency - Breakthrough, building a civilized and modern Dong Nai ," the demand for improved governance capacity, administrative reform, digital transformation, and service to citizens and businesses is increasingly high. Therefore, the PCPQ (Public Administration and Quality Control System) is identified as a crucial solution to promote the proactive role of local authorities, shorten work processing procedures, and enhance the operational efficiency of all levels of government.

Proactively empower local units.

Immediately after the Central Government issued regulations on the delineation of authority, the City People's Committee directed departments and agencies to conduct a comprehensive review of the system of legal documents and state management tasks in each field to concretize them in accordance with the new organizational model.

Through a review of 28 government decrees and related specialized documents, the city identified 1,073 tasks assigned to localities by the Central Government, including 564 tasks under the authority of the Provincial People's Council and People's Committee, and 509 tasks under the authority of the Commune People's Council and People's Committee.

By May 15, 2026, the city had issued 58 documents on decentralization and delegation of authority, including 21 documents decentralizing 74 tasks and 37 documents delegating 685 tasks. Specifically for the commune level, the city issued 13 decisions and 2 resolutions decentralizing 57 tasks across 9 sectors; and simultaneously issued 4 decisions delegating 87 tasks across 4 sectors. These results demonstrate Dong Nai's proactive and decisive approach in implementing decentralization and delegation of authority from the very beginning of the operation of the two-tiered local government model.

According to Deputy Director of the Department of Internal Affairs Dang Thanh Hoang, the implementation of the People's Self-Management Program (PCPQ) follows the principle that whichever level is closer to the people and more practical is assigned the task; at the same time, it is linked to clearly defining responsibilities, authority, and mechanisms for inspection and supervision. One of the important results is the significant change in the awareness and responsibility of local governments. After being given more authority, communes and wards are more proactive in resolving arising issues in their areas; their management and operational capacity has been gradually improved. Many administrative procedures that previously had to go through multiple levels are now resolved directly at the local level, helping to reduce time and costs for people and businesses, while increasing satisfaction with the activities of local government.

This effectiveness is clearly demonstrated by the results of administrative reform in 2025, when Dong Nai's PAR INDEX and SIPAS Index both ranked 3rd out of 34 provinces and cities nationwide. These results not only reflect the effectiveness of administrative reform, digital transformation, and policy implementation over the past period, but also create an important foundation for Dong Nai to continue effectively implementing key tasks of the special 500-day emulation campaign, aiming to build a modern administration that serves citizens and businesses even better.

According to Le Hoang Son, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Long Thanh Ward, the implementation of the two-tiered local government model, coupled with the promotion of public administration, has helped reduce intermediate levels and enhance the proactive role of the grassroots government in resolving issues, especially in the areas of planning, land, urban order, and the implementation of key infrastructure projects in the area.

Improving governance efficiency in the digital environment.

In particular, decentralization has been implemented in conjunction with administrative reform and digital transformation. To date, 100% of the work files of state administrative agencies are processed electronically; the document management and operational system has been deployed to all 95 communes and wards; and the entire city has issued 13,870 digital signatures to officials and civil servants. This is an important foundation ensuring that decentralization goes hand in hand with power control, enhancing transparency and efficiency in the operation of government at all levels. Digital transformation also contributes to making the system operate faster, more accurately, and more practically.

Despite the achievements, practical experience shows that the implementation process still faces some difficulties and obstacles. Some specialized regulations and guidelines from the central government are not yet fully synchronized; the volume of tasks transferred to the commune level is large, while the professional capacity of officials in some localities is still limited, especially in the fields of land, construction, finance and budget, digital transformation, and public investment. In addition, digital infrastructure, equipment, and information technology human resources at the grassroots level need continued investment and improvement; and the inspection and supervision mechanisms after decentralization also need to be strengthened to ensure the effectiveness of public service delivery.

Alongside the decentralization of tasks, the city has also implemented a comprehensive decentralization of finance, budget, public assets, and organizational structure. The City People's Council has issued resolutions on the decentralization of revenue sources, expenditure tasks, and budget allocation norms; the City People's Committee has issued 19 decentralization decisions and 37 decisions and authorization documents, creating an important legal basis for localities to proactively carry out their assigned tasks.

To further enhance the effectiveness of the PCPQ (Public Administration Policy on Quality Control), the city proposes that the Government and central ministries and agencies continue to review and improve the legal system; promptly issue comprehensive guidelines for areas still facing difficulties such as internal affairs, land, construction, and specialized inspection; and at the same time strengthen support for localities in digital infrastructure, shared databases, and human resource training. The city also continues to focus on improving the quality of its staff and civil servants and strengthening inspection and supervision to meet the requirements of the new phase.

In the context of Dong Nai province's ongoing 500-day special emulation campaign "Unity - Discipline - Efficiency - Breakthrough, building a civilized and modern Dong Nai," continuing to promote the PCPQ (Public Administration Policy) will be a crucial driving force in improving governance efficiency, fostering the initiative of local authorities, and building an increasingly modern and efficient service-oriented administration.
