Comrade Truong Thi Bich Hanh, Standing Vice Chairwoman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, stated that all policies and movements aiming to create lasting social consensus must ultimately strive to improve the quality of life for the people.

Adhering to the principle of "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," Ho Chi Minh City identifies the level of benefit enjoyed by the people as a measure of the effectiveness of movements and campaigns. The city has coordinated the review and proposed many social security policies following the reorganization of the two-tiered local government; selecting policies with high benefit levels from the former Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau provinces to enact new policies. To date, 23 social security and social welfare policies have been implemented, notably including tuition fee and health insurance support for students; 100% health insurance support for people aged 65-75; orphan allowances; free health check-ups for citizens; and care for vulnerable people through social security funds. The city is simultaneously committed to linking economic development with social justice, raising the poverty line, eliminating temporary housing, urban beautification, and improving the living environment, thereby strengthening civilized, modern, and compassionate values.

The Ho Chi Minh City Women's Union has also concretized its emulation movements according to the principle of focusing on the grassroots. Given the unique characteristics of managing members in a city with diverse demographics and occupations, the Union has strongly reformed its operational methods, placing the legitimate needs and rights of women at the center of its practical benefit programs. Instead of organizing centralized activities, the Union proactively brings resources to 16 emulation clusters and 168 communes and wards, creating conditions for people to be both the main implementers and directly monitor and benefit from the results. In the "Supporting Women's Economic Development" program, the Union has received entrusted policy loan capital of over 10,000 billion VND and provided nearly 320 livelihoods to its members. To help women adapt to the digital age, more than 50 training courses on new skills such as TikTok sales skills, artificial intelligence (AI) applications, and elderly care have been organized. These activities help increase income while also contributing to improving the status of women in the family and society.

According to Comrade Do Nhat Bao, Head of the Front Committee of Ward 33, Nhieu Loc Commune, the greatest desire of the people today is to stabilize their lives and be given opportunities to develop their family economies, especially for small traders, those running restaurants and shops at home, and those selling goods at the market. When people see activities that are truly practical and relevant to their lives, they will voluntarily participate and cooperate with the local authorities. As the force closest to the people, the Front Committee of the ward directly listens to the thoughts, aspirations, and everyday difficulties of the people; at the same time, it coordinates with neighboring wards to build inter-ward community cultural centers, provides administrative support, and offers free legal advice, contributing to strengthening community cohesion at the grassroots level.
