On the morning of November 6, at Nhon Chau island commune ( Gia Lai ), a place that is usually bustling with fishing boats fishing close to shore bringing seafood for consumption, squid farmers selling fresh squid and tourists strolling to experience life on the island, but today suddenly became quiet, on the concrete roads running around the island, only soldiers, police forces, militia and commune officials running back and forth like "shuttles".

It turned out that all the islanders who were required to be evacuated had gone to the evacuation point to avoid storm number 13, and those who were not required to be evacuated had stayed in their houses with their doors and windows closed to avoid the storm.

Mr. Phan Van Binh (63 years old), who has been Party Secretary for 17 years and Chairman of Nhon Chau Commune People's Committee for 5 years and is now retired, said: "Nowhere is more afraid of storms than the islanders. Because, in each storm, the people here are exposed to two winds, once is the north wind during the storm, after the storm is over, the south wind comes again, the south wind is more terrible than the wind during the storm. So with the forecast of storm No. 13 with terrible wind power, the islanders do not dare to be subjective, everyone is worried about carefully securing their houses and evacuating according to the plan of the commune government."

At 8am on November 6, we saw that the evacuation points in Nhon Chau island commune were already packed with people. The semi-permanent houses had their roofs blown off by sandbags and water bags; along both sides of the concrete roads, the doors were tightly shut.

The bustling atmosphere in the village was all transferred to the harbor with a very urgent atmosphere, fishermen hurriedly tied up boats, dismantled fishing gear and moved them ashore. The militia and youth groups coordinated to help people move their belongings, cover their houses, and transport necessities to concentrated shelters. Nhon Chau Commune Health Station also prepared enough medicine and first aid equipment, and arranged staff to be on duty 24/7. The militia and border guards checked and supplemented rescue equipment such as canoes, motorboats, life jackets, flashlights, and walkie-talkies.

According to Mr. Duong Hiep Hung, Chairman of the People's Committee of Nhon Chau island commune, by 8:00 a.m. on November 6, the commune had evacuated 82 households in Tay village with 191 people; of which, 22 households with 52 people were evacuated to Nhon Chau Primary and Secondary School and Nhon Chau Kindergarten; 20 households with 39 people were evacuated to Cu Lao Xanh Island Joint Company.

In Trung village, 62 households with 151 people were also evacuated; of which, 35 households with 78 people were evacuated to Nhon Chau Commune Health Station and 26 households with 73 people were evacuated to Nhon Chau Primary and Secondary School; Nhon Chau Primary and Secondary School Library. In Dong village, 40 households with 65 people were also evacuated to Nhon Chau Border Guard Station.

“By 8am on November 6, Nhon Chau commune had evacuated 184 households with 407 people in the danger zone to a safe place. The Commune Civil Defense Command has a plan to ensure living conditions for people in the evacuation area. Food, drinking water, medicine have been prepared, security and environmental sanitation have been ensured. For households with solid houses, the local government has mobilized shock troops to respond and support people in strengthening their houses. Even households living in solid houses but in areas facing the sea have been mobilized by the local government to evacuate,” said Mr. Duong Hiep Hung.

According to Mr. Nguyen Van Dang, Chief of the Office of the People's Committee of Nhon Chau commune, through propaganda work on the commune radio station, along with the mobilization of 3 working groups directly in 3 villages in the commune, everyone has proactively taken measures to prevent storm No. 13 and complied with evacuation to a safe place.

“After all the people had evacuated, the People's Committee of Nhon Chau commune also sent police, militia, and commune officials to protect the evacuation points and stay with the people, absolutely not allowing anyone to leave the evacuation points with the motto "no one can leave the house" to protect the safety of people's lives during the storm. We have to closely monitor for fear that someone will feel sorry for their belongings and go home and face danger during the storm,” Mr. Dang shared.
