At the Gia Lai Provincial Forward Command Headquarters, Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Civil Defense Steering Committee, chaired an urgent meeting to directly direct the localities affected by the storm: Khanh Hoa, Dak Lak, Gia Lai, Quang Ngai, Da Nang and Hue on the response to storm No. 13. Ministries and branches also developed plans to respond to the storm such as: The National Electricity System and Market Operation Company Limited (NSMO) has activated an emergency response plan to ensure safe operation of the national electricity system.
Vietnam Railways Corporation announced that on November 7, it will temporarily stop operating trains SE21/SE22 between Ho Chi Minh City and Da Nang due to the impact of storm No. 13. Since the afternoon of November 6, 7 airports have had to temporarily stop receiving aircraft. A series of airlines have canceled and delayed flights, such as: Vietjet adjusted the operating plan for flights to and from Da Lat, Tuy Hoa, Quy Nhon and Chu Lai airports on November 6. Vietnam Airlines canceled 9 flights from 8:00 p.m. on November 6; Bamboo Airways also adjusted the operating plan, which may include canceling, changing times or diverting flights depending on the actual weather developments and instructions from aviation authorities...
VNA reporters in the localities reported: Provinces and cities in affected areas such as Khanh Hoa, Quang Ngai, Dak Lak, and Da Nang have synchronously deployed response measures, mobilized all forces and means to evacuate people in vulnerable areas to safe places, and set the highest goal of ensuring the safety of people's lives and property. Many localities have issued a ban on going to the sea such as Da Nang, Quang Ngai, Dak Lak, Khanh Hoa, and Gia Lai.
In Da Nang, Secretary of the Da Nang City Party Committee Le Ngoc Quang personally inspected the preparations and directed the response at the An Hoa Storm Shelter (An Hoa Boat Dock); evacuation points for residents to avoid storms from high-risk areas in Nui Thanh Commune - a commune south of Da Nang City bordering Quang Ngai Province. Khanh Hoa Province temporarily suspended tour activities and tourist routes. In Lam Dong, many hydroelectric reservoirs in Lam Dong Province have announced the release of water to proactively respond to heavy rains and complicated weather developments due to the impact of Storm No. 13.
According to VNA reporters in Dak Lak, since the evening of June 11, storm No. 13 has caused heavy rain and strong winds in Dak Lak province. During the storm, authorities promptly rescued people suffering from natural disasters. Reporters noted that coastal localities such as Xuan Loc commune, Xuan Tho commune, Song Cau ward, Xuan Dai... all suffered heavy damage due to the storm.
In a quick exchange with reporters, Mr. Vo Ngoc Thach, Chairman of Song Cau Ward People's Committee, said that since the evening of June 11, heavy rain and strong winds in the ward have caused the roofs of many houses to be blown off. Local authorities and functional forces are on duty to support people affected by the storm.
Colonel Y San Adong, Deputy Director of Dak Lak Provincial Police, also said that on the evening of June 11, the police force promptly discovered a house collapse in Song Cau Ward, trapping three people; among them, an elderly person and a child. Thanks to the flashing flashlights of the people, the police force promptly approached and brought all three people safely to headquarters.

According to Vice Chairman of Dak Lak Provincial People's Committee Dao My, the functional forces have grasped the location of the emergency points and are ready to respond as soon as the wind level decreases. The top priority is to ensure the safety of people's lives. Currently, it is not possible to fully calculate the damage, but the areas of Song Cau, Xuan Dai wards and Xuan Tho commune... were heavily affected by the strong wind, many houses had their roofs blown off or collapsed completely. The province is directing forces to be on standby, ready to rescue as soon as conditions allow.
