Focus on social security and human development
Many opinions expressed the wish that the Party and State should pay more attention to the disadvantaged and the labor force, demonstrating humanity in policies, helping to stabilize society and meet growth requirements.
Ms. Doan Ngoc Suong, a Party member living in Tay Hoa Long Quarter, Tam Long Ward, Ho Chi Minh City, is deeply concerned about disabled children and hopes that the upcoming Party Congress Resolution will introduce appropriate and practical policies for disabled children and the elderly.
Deputy Secretary of the Party Cell and Head of the Front Work Committee of Ward 29 (Vung Tau Ward, Ho Chi Minh City) Phan Thi Bach Tuyet emphasized that it is necessary to pay attention to students in remote areas, implement proper streaming and zoning to create favorable conditions for them to go to school, and at the same time apply support policies and reduce tuition fees according to each level of education. She believes that this is the most effective way to popularize education . In addition, Ms. Tuyet also noted that it is necessary to take better care of the teaching staff, because the teaching profession is inherently very difficult. When there is no more extra teaching and extra learning, the matter of "having food to support the teachings" becomes urgent, so it is necessary to create conditions and good treatment regimes for teachers to feel secure in their work, thereby training a team of quality intellectuals to meet the development requirements of the new period.
Meanwhile, Mr. Dang Hoai Minh Tam, Deputy Secretary of the Tam Long Ward Youth Union (Ho Chi Minh City), expressed his special interest in the youth generation. Through studying the Party Congress documents, he was impressed with the goals and viewpoints on national development, and at the same time hoped that the Party and State would continue to pay attention to the youth, especially in terms of employment, life and entrepreneurship, in order to create opportunities for young people to contribute and dedicate themselves to the country.
Regarding the content of "Building a modern and strong Vietnamese working class", Chairman of the Trade Union of the Vietnam - Russia Joint Venture Vietsovpetro Hoang Phuc Long emphasized that the Draft Document needs to orient the building of a working class suitable for the green economic model, digital economy and knowledge economy. This workforce must have high professional skills, industrial style, strong political will, and the capacity to adapt to the digital transformation process and international integration. In particular, it is necessary to focus on developing party members in the direct production force, considering this a key solution to maintain the nature of the working class in the Party.
Support for the private economy
Along with human resource development, opinions from veteran party members and the business sector also emphasize the role of the private economy, especially small and medium enterprises - the force that accounts for more than 98% of domestic enterprises.
45-year Party member Bui Ngoc Diep, Vung Tau ward, Ho Chi Minh City, who used to be a business leader, acknowledged: Small and medium-sized enterprises are the shock force, flexible in production and business, have high resilience to the challenges and risks of the global economic downturn, and play the role of "living cells" that make the economy healthy.
Therefore, Mr. Bui Ngoc Diep hopes that the Party and State will have "supportive" policies for the small and medium-sized enterprise community and private enterprises to participate in investment equally with state-owned corporations and groups to integrate and develop together.
Regarding the content of “Continuing to perfect institutions and policies for private economic development; strongly improving the investment and business environment; supporting enterprises in technological innovation, digital transformation, and improving labor productivity…”, Mr. Hoang Phuc Long, Chairman of the Trade Union of the Vietnam - Russia Joint Venture Vietsovpetro, said that he has high expectations for the orientation and solutions for private economic development stated in the Draft. However, Mr. Long said that it is necessary to determine that institutional reform must aim to create momentum for fast and sustainable development.
Paying attention to the basis for projects to be implemented quickly, promoting economic growth, Architect Nguyen Duc Lap, Director of the Ba Ria-Vung Tau Construction Planning Center, said that the Laws and Decrees related to planning, construction and land are being comprehensively reviewed and edited by the Government, and attention should be paid to synchronization, helping the implementation of construction investment not to be hindered, and investment projects to be faster.
