The draft document for the 14th National Congress of the Party has received significant attention from cadres, Party members, and the people, who have contributed their opinions. Besides the high level of consensus on strategic development goals, many heartfelt opinions have emphasized the need to synchronize social security policies, develop high-quality human resources, and create a foundation for the private economy, considering these as breakthrough solutions to realize the country's high growth targets.

Focus on social welfare and human development.

Many opinions expressed the desire for the Party and the State to pay more attention to vulnerable groups and the workforce, demonstrating humanity in policies, helping to stabilize society and meet the requirements of growth.

Ms. Doan Ngoc Suong, a Party member residing in Tay Hoa Long neighborhood, Tam Long ward, Ho Chi Minh City, is deeply concerned about children with disabilities and hopes that the upcoming Party Congress Resolution will introduce appropriate and practical policies for children with disabilities and the elderly.

Ms. Phan Thi Bach Tuyet, Deputy Secretary of the Party Branch and Head of the Fatherland Front Committee of Ward 29 (Vung Tau Ward, Ho Chi Minh City), emphasized the need to pay attention to students in remote areas, implementing proper streaming and zoning to create favorable conditions for them to attend school, and applying support policies and tuition fee reductions according to each educational level. She believes this is the most effective way to universalize education . In addition, Ms. Tuyet also noted the need to better care for teachers, as the teaching profession is very demanding. With the elimination of extra tutoring, the need for practical skills becomes crucial; therefore, it is necessary to create favorable conditions and provide good incentives for teachers to work with peace of mind, thereby training a high-quality intellectual workforce to meet the development requirements of the new era.

Meanwhile, Mr. Dang Hoai Minh Tam, Deputy Secretary of the Youth Union of Tam Long Ward (Ho Chi Minh City), expressed particular concern for the younger generation. Through studying the Party Congress documents, he was impressed by the goals and perspectives on national development, and hoped that the Party and State would continue to pay attention to young people, especially regarding employment, living conditions, and entrepreneurship, in order to create opportunities for young people to contribute and dedicate themselves to the country.

Regarding the content of "Building a modern and strong Vietnamese working class," Chairman of the Vietsovpetro Vietnam-Russia Joint Venture Trade Union, Hoang Phuc Long, emphasized that the draft document needs to orient the building of a working class suitable for the green economy, digital economy, and knowledge economy models. This workforce must possess high professional skills, an industrial work ethic, strong political conviction, and sufficient capacity to adapt to the digital transformation process and international integration. In particular, attention should be paid to developing Party members within the direct production workforce, considering this a key solution to maintain the working-class nature of the Party.

A foundation for the private economy.

Along with human resource development, opinions from veteran party members and the business sector also emphasize the role of the private economy, especially small and medium-sized enterprises (SMEs) - which account for more than 98% of domestic businesses.

Bui Ngoc Diep, a 45-year Party member from Vung Tau ward, Ho Chi Minh City, who was formerly a business leader, observes: Small and medium-sized enterprises (SMEs) are dynamic and flexible forces in production and business, possessing high resilience to the challenges and risks of a global economic downturn, and playing the role of "living cells" that keep the economy healthy.

Therefore, Mr. Bui Ngoc Diep hopes that the Party and the State will have policies that provide a "support system" for small and medium-sized enterprises and private businesses to participate in investment on an equal footing with state-owned corporations and enterprises, so that they can integrate and develop together.

Regarding the content of "Continuing to improve institutions and policies for the development of the private economy; significantly improving the investment and business environment; supporting businesses in technological innovation, digital transformation, and increasing labor productivity...", Mr. Hoang Phuc Long, Chairman of the Trade Union of the Vietnam-Russia Joint Venture Vietsovpetro, said he has high expectations for the orientation and solutions for the development of the private economy outlined in the Draft. However, Mr. Long believes that institutional reforms must aim to create momentum for rapid and sustainable development.

Concerned about the foundation for rapid project implementation and economic growth, Architect Nguyen Duc Lap, Director of the Ba Ria-Vung Tau Construction Planning Center, believes that the Government is conducting a comprehensive review and revision of relevant laws and decrees related to planning, construction, and land. He emphasizes the need for consistency to ensure smooth implementation of investment projects and faster project execution.
