On November 6, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi signed an urgent notice assigning Vice Chairmen of the Provincial People's Committee to directly direct response work in each area of the province. Accordingly, leaders are assigned to inspect and urge prevention work in their areas of responsibility; proactively coordinate with departments, branches and localities to deploy plans to ensure safety of dams, key projects, traffic and residents in vulnerable areas.
Specifically, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi and Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc are on duty at Zone 1; Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh is on duty at Zone 2; Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen is on duty at Zone 3.
On the same day, Vice Chairman of the Provincial People's Committee Nguyen Minh led a working delegation of the province to inspect the actual response to storm No. 13 at Song Quao, Song Luy and Ca Giay lakes, large irrigation works and reservoirs located in the border area between Lam Dong and the old Binh Thuan , which play an important role in regulating water resources and ensuring downstream safety.
At the checkpoints, Binh Thuan Irrigation Works Exploitation Company Limited reported on the current operation status, capacity and response plan for floods. The representative of the unit said that in the past time, the company has strictly implemented the reservoir operation process, proactively released water early when the water level rose, regularly monitored weather developments and closely coordinated with local authorities in informing and warning downstream areas.

Vice Chairman of the Provincial People's Committee Nguyen Minh highly appreciated the proactive spirit of the management unit, and at the same time requested to continue maintaining the 24/24 duty regime, promptly updating the developments of storms and rains, absolutely not allowing subjective incidents to occur. According to Mr. Minh, ensuring the safety of dams is not only a technical requirement but also a key task in civil defense work, aiming to protect the lives and property of people in downstream areas.
“Along with that, local authorities have urgently checked residential areas along rivers, streams, and areas at risk of landslides and flooding. At the same time, they are preparing plans to evacuate people in case of bad situations. The Department of Agriculture and Environment must continuously update information on floods and rains, instruct farmers to proactively harvest early crops at risk of flooding, reinforce barns, and protect livestock,” Mr. Minh directed.

24/7 on-duty force
According to the Lam Dong Provincial People's Committee, the entire provincial police force has been put on the highest alert. Professional units and police in communes, wards and special zones maintain 24/7 on-duty to promptly handle situations when the storm causes heavy rain and strong winds. Rescue vehicles, equipment and communications have been checked and are ready to be deployed at any time.
The police force coordinated with local authorities to increase propaganda and warnings to each household in high-risk areas. People were advised not to cross streams and areas with fast-flowing water, to check and brace their houses, and to prune trees that could fall.

The risk of flash floods and landslides in highland communes such as Dam Rong, Lac Duong, Bao Lam, Di Linh and streamside areas in Bao Loc and Duc Trong is very high.
