On the evening of November 6, upon receiving information that water from upstream had caused the Hien Luong River to rise, threatening the safety of five households living near the riverbank in Vinh Hue village, the People's Committee of Van Ninh commune dispatched forces and arranged vehicles to evacuate households in the area to safe shelters.

Local authorities mobilized and brought 5 households, with 15 people, to shelter at the school in Vinh Hue village. Van Ninh Commune People's Committee arranged accommodation and ensured living conditions for the people.

It is known that the area where 5 households live is located in a low-lying area, often flooded when the Hien Luong River rises. Due to the impact of storm No. 13, from the afternoon of November 6, there was moderate wind and rain in Van Ninh commune. The Commune People's Committee has directed the Commune Military Command and Commune Police to continue to review, grasp the situation, and prepare human resources and equipment to respond when bad situations occur.
