Warmth when cared for, timely support
The delegation surveyed the irrigation system, the operation of anti-flooding pumps and the damage situation in some flooded apricot gardens in the area.
After the survey, comrade Nguyen Phuoc Loc and the delegation directly visited, encouraged and shared the difficulties of farmers. At the same time, encouraged the functional forces who are actively supporting people day and night to prevent flooding.

Party Secretary and Chairman of the People's Council of Binh Loi Commune, Truong Minh Tuoc Nguyen, said that the high tide had the heaviest impact on hamlets 1, 2, 3 and 4, flooding many areas of cultivation and aquaculture such as yellow apricot, galangal, coconut, meat fish, ornamental fish, rice, lemongrass, lemon... with about 900 hectares damaged, including more than 500 hectares of yellow apricot.
In recent days, the commune government has coordinated with agencies, units, and organizations to mobilize maximum human resources, machinery, and vehicles to pump out water, reinforce tide-preventing sluices, and repair embankments, helping to reduce flooding by 80% compared to the tide on October 23.

Mr. Nguyen Van Thiem, Head of the Binh Loi yellow apricot cooperative, shared that his 3-hectare apricot garden was flooded 20-40cm deep, nearly 2 hectares with 10,000 trees were affected. Thanks to the help of the government and support forces, many households have basically recovered and gradually stabilized production.
Recounting the losses and damages caused by flooding, Ms. Ho Nhat Phuong (a farmer in Hamlet 1, Binh Loi Commune) could not hold back her tears when her fish ponds and rice fields were severely affected, almost losing all the capital she had invested.
However, with the concern and visit of the working group and local authorities, she felt warm and more motivated to continue to stick with farming. She and her family hope to soon receive capital support from the local authorities to reproduce and grow crops.
Damage statistics, support policy proposals
After listening to the report and listening to the people's opinions, comrade Nguyen Phuoc Loc, on behalf of the leaders of Ho Chi Minh City, sent his regards and sympathies to the affected farmers, encouraging them to unite to overcome difficulties and soon stabilize their lives. He also acknowledged and praised the efforts of the government, agencies, units and functional forces that promptly supported the people.

Analyzing the increasingly unpredictable impacts of climate change, comrade Nguyen Phuoc Loc emphasized that overcoming the consequences is only the first step, more importantly, it is necessary to proactively adapt with sustainable and synchronous solutions.
Accordingly, the local government coordinated with city agencies and units to urgently consolidate, repair, upgrade and build new irrigation works in Binh Loi commune and neighboring areas. At the same time, arrange additional high-capacity pumps from local resources, from the people and with the support of agencies and units to promptly handle flooding.

Emphasizing the factor of adaptation to climate change, comrade Nguyen Phuoc Loc suggested that state management agencies, experts, and scientists research and coordinate to guide farmers in choosing crops and livestock suitable to the conditions of climate change, high tides, and drought.
Along with that, it is necessary to implement fundamental and sustainable solutions such as regularly dredging and clearing the flow of canals, building solid dykes, and encouraging people not to litter in canals.

Comrade Nguyen Phuoc Loc suggested that the Ho Chi Minh City Farmers' Association preside over and coordinate with localities to review and make overall statistics of damage, and promptly propose support policies for people.
For Binh Loi commune to develop sustainably, he suggested the direction of agricultural development associated with green tourism to promote the unique advantages of "Binh Loi plum village", creating "double benefits" for the locality and people - both developing the agricultural economy and enhancing the value of eco-tourism, friendly to the environment.
On this occasion, the delegation presented gifts to 8 units actively participating in flood prevention work in Binh Loi commune (Hoc Mon - Binh Chanh Irrigation Exploitation Enterprise, Firefighting and Rescue Team of Area 20 (Fire Prevention and Rescue Police Department, Ho Chi Minh City Police); Tien Thanh Long An Company; Binh Loi Commune Farmers' Association; Binh Loi Commune Militia; Hamlet 3 Farmers' Association; Hamlet 4 Farmers' Association; Binh Loi Golden Apricot Cooperative) and supported 5 farmer members who suffered damage caused by high tides.
