Discussing the draft Law on Digital Transformation, the Deputies said that this is a difficult draft law, in fact, very few countries in the world have a separate law on digital transformation. Therefore, the Deputies highly appreciated the Government's preparation and also shared with the drafting agency that we are the pioneers and leaders in promulgating the Law on Digital Transformation, so there are big challenges that need to be carefully studied to build a good law as a foundation for strong digital transformation in the coming time.

Regarding the draft Law on Digital Transformation, Deputy Nguyen Thi Mai Thoa ( Hai Phong ) was interested in the content of child protection in the digital environment, and suggested reviewing the regulations to ensure they do not overlap with the provisions of the Law on Cyber ​​Security.

Specifically, Deputy Nguyen Thi Mai Thoa suggested that the regulations on the responsibilities of schools and society in the draft should have specific provisions assigning responsibility to competent authorities to develop general education programs; develop educational programs on digital transformation to be included in education at all levels, especially compulsory levels such as secondary school; and at the same time, assign schools to issue a code of conduct for children in the digital environment. In addition, teachers are also responsible for guiding and supporting students to exercise their rights and obligations when participating in the digital environment.

Deputy Nguyen Thi Viet Nga (Hai Phong) studied the draft Law on Digital Transformation and proposed to review all terminology. Specifically, in Article 3, the explanation of the terms is not convincing, such as equating digital transformation with digitization is not true to its nature; or the explanation of the term digital environment is the same as the electronic environment of the Law on Electronic Transactions...

Deputy Nguyen Manh Hung (Can Tho) also said that through discussions with experts and comparison with general standards, some terms in the draft Law are relatively difficult to understand. What is a digital economy, what is a digital society? The concept is not really very precise because digital transformation has a comprehensive impact on all aspects and fields. Therefore, the Deputy suggested researching and adjusting the definition and explanation of terms related to the digital economy and digital society.

Delegate Nguyen Thi Le (HCMC) is concerned about the issue of personal data and the need to ensure information security. In reality, people are concerned about data leaks. Delegate suggested adding responsibility to state agencies if personal data is leaked. With cross-border platforms that conduct e-commerce in Vietnam, they must have an office in Vietnam and be responsible for the origin and quality of traded goods.

Deputy Nguyen Thi Le also said that it is necessary to strengthen digital skills education and bring it into schools; issue digital competency standards; and have serious sanctions against social networking platforms that spread fake news and toxic news.

Delegate Le Quang Tung (Can Tho) noted that the current digital transformation level in our country is uneven, especially in localities with difficult economic conditions, digital transformation faces many difficulties. Therefore, the Law on Digital Transformation must have policies to attract investment projects, especially investment projects to develop infrastructure to serve digital transformation in localities with socio-economic difficulties.
