According to the initial report of the proposed unit, the conversion plan only adds an electric motor module, battery and energy controller so that the vehicle can operate on gasoline, electricity or a combination of both.

“The Department of Construction sees this as a potential research direction, consistent with the policy of converting green energy in transportation. However, this content is currently only a report and proposal of the enterprise, and has not been evaluated and appraised by the competent state management agency,” Mr. Nguyen Kien Giang informed.

Therefore, the Department of Construction organized a meeting to listen to businesses explain the Project of Electric Motor Conversion System for Gasoline Vehicles. The meeting was attended by representatives of the Vietnam Register, the Vietnam Association of Motorcycle Manufacturers (VAMM), the City Automobile and Power Equipment Association, and the 50-03S Motor Vehicle Registration Center.

Based on the meeting results, the Department of Construction has a document proposing the Vietnam Register to review, evaluate, and study to amend and supplement the relevant circular. At the same time, consider proposing the Ministry of Construction to integrate and supplement regulations, technical standards and safety standards for the renovation and conversion of electric motors for motorcycles and motorbikes; creating a legal corridor for implementation. Along with that, consider guiding businesses to register for testing and quality assessment of motor conversion products.

Mr. Nguyen Kien Giang affirmed that in order to be officially implemented, it is necessary to complete the legal basis, from technical regulations, safety standards, technological solutions to impact assessment on economic and environmental factors. After having sufficient legal basis and having tested successfully, the City and relevant agencies will consider and report to competent authorities to decide on the implementation with a suitable roadmap, ensuring safety, efficiency and sustainability.
