On November 6, the City Party Committee's Propaganda and Mass Mobilization Commission coordinated with the Ho Chi Minh City Department of Culture, Sports and Tourism to hold a press conference to provide information on the local socio -economic situation.
The press conference was chaired by comrades: Duong Anh Duc, member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee; Tang Huu Phong, Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee.

At the press conference on response to storm No. 13 (Kalmaegi), Mr. Tran Nhan Nghia, Deputy Head of the Irrigation Sub-Department, Department of Agriculture and Environment, said that according to forecasts, although Ho Chi Minh City is not directly affected, it is also in the area affected by the storm circulation causing heavy rain. This is also the time when the high tide of the 15th of September rises, the high tide level in the city exceeds the historical level of 2019 (reaching 1.78m), which will greatly affect the coastal areas, especially along the Saigon River. Therefore, Ho Chi Minh City has issued a document on high tide warning, requesting localities and related units to proactively respond.
According to Mr. Nghia, the Ho Chi Minh City Command is currently collecting opinions from localities and units to submit to the City People's Committee to re-issue a plan to ensure safety for boats. The Department of Agriculture and Environment has submitted to the City People's Committee to issue a plan to respond to natural disasters according to the risk level, the city continues to update and adjust the plan to cope with storms, heavy rains and localized flooding.
Ms. Mac Thi Nga, Head of the Department of Fisheries and Fisheries Control (under the Department of Agriculture and Environment of Ho Chi Minh City) added that Ho Chi Minh City has more than 4,500 vessels operating at sea. Currently, Ho Chi Minh City has 3 vessels operating at sea in the area directly affected by storm No. 13, and the localities have notified the ship owners and captains to find safe shelter.
According to the update, up to now, 2 ships have gone to Lam Dong sea area for shelter, 1 ship has anchored on an island to avoid the storm. Ho Chi Minh City has 992 ships operating in unaffected sea areas - safe sea areas. Currently, the Department of Agriculture and Environment has mobilized 4 fisheries control ships to guard 4 seaports to support affected ships from neighboring provinces to take shelter, directly arranging safe anchorages. Units are strictly ordered to prohibit ships from going to sea without further notice, and at the same time, prepare rescue plans if the weather turns bad.
According to the forecast of the National Center for Hydro-Meteorological Forecasting , the eastern region of Gia Lai and Quang Ngai provinces will be directly and most strongly affected by storm No. 13, with winds possibly reaching level 10-13, gusting to level 15-16.
The western region of the above provinces will also be affected by strong winds of level 6-7, the area near the storm's eye will be level 8-9, gusting to level 11.
The strongest wind time is from 5pm on November 6 to 4am on November 7. The area from South Quang Tri to North Da Nang and North Khanh Hoa province has strong winds of level 6-7, gusting to level 8-9.
