
The water overflowed the right embankment of Quang Phu (Xuan Tin commune), causing deep erosion of the embankment slope on the field side and into the concrete embankment surface, creating a frog's jaw.
Xuan Tin commune has 21.4km of dike on Chu river and Cau Chay river. The flood from September 29 to October 1, 2025 caused the water level of Cau Chay river to rise 50-80cm compared to the current dike surface. The high water pressure caused the dike to overflow, erode and collapse about 1.5km of the dike body, many points were deeply dug near residential areas, posing a potential risk to the safety of thousands of people living inside the dike.
On the right dike of Cau Chay river from K0+400 to K4+100 (especially from K2+790 to K2+850), water overflowed the dike surface, causing erosion of the field slope in many sections from 50 - 200m long. Some locations were deeply gouged, creating frog jaws, breaking the concrete structure, making the project unsafe. The road leading to the dike, about 100m long, was damaged, the drainage ditch was filled up, and the flow was blocked. A similar situation occurred on the right dike of Quang Phu, from K0 to K4+200, nearly 1km long.
Mr. Doan Phu Cuong in Phu Lich village recounted: "On the afternoon of September 29, the water rose very quickly, overflowing the dike in just a few dozen minutes. The whole commune mobilized all its forces, evacuating people and filling in soil and sacks to prevent overflow. Up to now, the erosion has been temporarily resolved, but in the long term, people hope that the province will soon have a plan to invest in strengthening the dike so that they can feel secure in production and stabilize their lives."
It is known that on October 10, 2025, the People's Committee of Xuan Tin commune sent Report No. 203/BC-UBND to the Departments of Construction, Agriculture and Environment, and Finance, requesting consideration and synthesis of the report to the Provincial People's Committee to promptly allocate resources to urgently handle the affected dikes. The report clearly stated 3 locations that need to be prioritized for repair, including: The right dike of Cau Chay river from K0+400 to K4+100, proposing to expand and raise the dike surface, build a slope structure, pour M250 concrete, build a retaining wall on the field to keep the slope, repair roads, drainage ditches, and expand the intersection to the dike about 100m long. The left-hand dike of Quang Phu, from K0 to K7+100, is about 250m long. The dike slope on the plain side is paved with M250 reinforced concrete, with crushed stone and technical filter fabric underneath. The foot of the dike is reinforced with rubble, and concrete walls are added at key locations. The right-hand dike of Quang Phu, from K0 to K4+200 and the downstream slope of Nuc bridge, is about 980m long. The dike slope is paved with M250 concrete, with a top beam frame and toe beam, and the foot of the dike is reinforced with rubble. Concrete markers are arranged every 3-5m at the downstream section to protect the project.
The technical solutions are evaluated as feasible, taking advantage of the current situation, limiting site clearance and being suitable for the actual conditions of the locality. The dike overflow incident in Xuan Tin is a warning about the current state of the dike line that needs to be upgraded and reinforced soon. This is not only to overcome the consequences of storm No. 10, but also an urgent task to ensure the safety of the people and the long-term stability of local production.
