In the context of storm No. 13 directly affecting the Central provinces, on the evening of November 6, Secretary of the Da Nang City Party Committee Le Ngoc Quang directly inspected the preparation work and directed the response at the An Hoa Storm Shelter (An Hoa Boat Dock); evacuation points for residents to avoid the storm from high-risk areas in Nui Thanh commune - a commune in the South of Da Nang city bordering Quang Ngai province.

At the An Hoa Storm Shelter, City Party Secretary Le Ngoc Quang requested the functional forces and the Boat Management Board to review and count all anchored boats for the last time, ensuring that 100% of fishermen have left their boats and gone ashore safely, and that their vehicles are tied up and anchored according to technical procedures. Arrange military, police, and border guards to be on guard 24/7, not allowing anyone to return to their boats or dangerous areas until there is an official announcement that the storm has passed. Everyone must not be negligent or subjective even for a minute before storm No. 13.

Regarding the evacuation of people, Secretary Le Ngoc Quang directed: "The highest principle is that people's lives come first and foremost. Priority must be given to completely evacuating people in low-lying areas, along rivers, along the coast and especially areas at high risk of landslides to a safe place before the storm makes landfall."

Assign the local Party Committee, government, and mass organizations of Nui Thanh commune to continue going to every alley, knocking on every door to check and mobilize households that are still hesitant, and resolutely force them to evacuate if necessary to ensure absolute safety. Must ensure adequate food, drinking water, medicine, and minimum living conditions at the concentrated evacuation points. The evacuation points must be secure, safe, and have staff on duty and in charge.

Immediately after checking the key points, Secretary of the City Party Committee Le Ngoc Quang and the working delegation directly visited and encouraged the people who were evacuating at Tran Hung Dao Secondary School and Tam Thanh Border Guard Station. At Tran Hung Dao Secondary School, Mr. Le Ngoc Quang emphasized: "Please rest assured and trust in the direction of the Party and the government. All basic conditions for eating, living and living have been carefully prepared. The evacuation at this time is for the utmost safety of the people. We accept temporary difficulties to ensure our lives." At the same time, he required the officers on duty at the evacuation points to regularly check and promptly respond to essential needs, absolutely not letting any people go hungry, cold or lack medical care.

The Secretary of the Da Nang City Party Committee highly appreciated the sense of responsibility of the Border Guard force who closely coordinated with the locality, not only helping to reinforce houses and evacuate people but also turning the barracks into safe and cozy shelters. The Secretary of the City Party Committee expressed his gratitude for the sharing and giving up of seats of the officers and soldiers and encouraged the people here to maintain their spirit, solidarity, and together overcome the challenges of natural disasters.

After working with the Ban Thach area forward command post on the response to storm No. 13, Secretary of the City Party Committee Le Ngoc Quang requested the entire city's political system to promote the spirit of initiative, solidarity, and determination as in the recent response, considering this an important "real test" for the civil defense command capacity from the city level to the grassroots, ready to effectively respond to storms and post-storm circulation.

Reporting on the implementation of response plans to storm No. 13, Colonel Tran Huu Ich, Commander of the Da Nang City Military Command, said: Da Nang City's response to storm No. 13 (KALMAEGI) was deployed decisively and urgently, with the top priority being to ensure the safety of people's lives.

As of 4:00 p.m. on November 6, 2025, the city had evacuated a total of 2,421 households/6,074 people from areas at high risk of flooding, landslides and coastal areas, through both concentrated and inter-agency evacuation. To minimize damage, the city government has directed hydroelectric reservoirs in the basin such as Song Tranh 2, A Vuong and Dak Mi 4 to gradually lower the reservoir water level according to the issued plan. In addition, the Border Guard has also strengthened the work of ensuring safety for boats, maintaining the search and rescue information station and the Department of Education and Training has allowed students to stay home from school from the afternoon of the same day to avoid the storm.
