On November 6, localities and fishing ports have been propagandizing to people to proactively take precautions before storm No. 13 makes landfall.
On the same afternoon, at Ca Ty River (Phan Thiet Ward, Lam Dong Province), many fishing boats were anchored and moored close together. The fishermen were also tying their anchors and ropes carefully before the storm. Previously, many fishing boats had broken their anchor ropes and capsized. In addition, the Border Guard instructed fishermen to reinforce and ensure safety when the weather turned bad. Similarly, at the La Gi fishing port estuary (Phuoc Hoi Ward), many fishing boats from Khanh Hoa Province were also tying their ropes and mooring in the port.

As of 4 p.m. the same day, 4,319 fishing boats had taken shelter from the storm at fishing ports and storm shelters of the Lam Dong Province Fishing Port Management Board. Of which, Phan Thiet fishing port had 722 boats anchored, including 21 boats from Ho Chi Minh City and one boat from Ca Mau province.
At the Phu Hai fishing port-storm shelter, there are 604 ships anchored, including 21 ships from other provinces. The La Gi fishing port-storm shelter has 1,835 ships; the Phan Ri Cua fishing port-storm shelter has 756 ships; the Lien Huong fishing port-storm shelter has 210 ships; and the Phu Quy fishing port-storm shelter has 192 ships.

Mr. Ho Ngoc Dai, Director of the Fishing Port Management Board (Department of Agriculture and Environment of Lam Dong province) said that the Management Board has assigned officials and employees to be on duty 24/24 hours and required them to keep their phones open 24/24 to receive urgent tasks and be ready to respond when storms and floods occur. In addition, the Storm Shelter-Fishing Port Management Boards coordinate with the Border Guard to guide the arrangement of boats to anchor and avoid storms according to the plans of the fishing ports and storm shelters.

According to the Department of Agriculture and Environment, the People's Committees of communes, wards and Phu Quy special zone closely monitor, fully update and promptly inform local people about the situation and forecast of the development of storm Kalmaegi so that they can deploy response measures, minimize damage; have appropriate production plans, and ensure safety of people and property.

Mr. Nguyen Minh, Vice Chairman of Lam Dong Provincial People's Committee, requested that the Lam Dong Provincial Fishing Port Management Board coordinate with the Provincial Border Guard Command and relevant agencies and units to closely monitor hydrometeorological forecasts and developments of rain and floods. Most importantly, the flood situation from upstream to downstream causes damage to fishing boats.
Therefore, fishing ports must arrange forces to coordinate with localities to grasp the flood discharge situation in order to promptly inform fishermen and fishing boat owners. Prepare forces and means, be ready to deploy response plans when storms make landfall and floods after storms, and organize rescue work when required.
