New commune - new vision
Nha Be commune was established on the basis of merging the entire Nha Be town and the communes of Phu Xuan, Phuoc Kien, Phuoc Loc, with a natural area of more than 37 km² and a population of more than 170,000 people.

Party Secretary Phan Ngoc Phuc said that changes in geographical scale and population have brought about a series of practical problems and requirements for the locality.
Notably, the urban spatial planning is not synchronized; the pressure on technical and social infrastructure when traffic connections, schools, hospitals, and markets are not of a scale suitable for a population of more than 170,000 people. There is a big difference between the area of long-term residents and new residential areas, immigrants; the ecological environment along the river is under great pressure...

According to comrade Phan Ngoc Phuc, comprehensive planning and development orientation for Nha Be is an urgent requirement, not only to meet people's needs but also to exploit to the fullest the potential of rivers, ecology and local culture.
Speaking at the orientation, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong highly appreciated the initiative to organize the workshop. In the development strategy of Ho Chi Minh City to 2030, with a vision to 2050, the City orients a multi-center development model, in which the South of the City, focusing on Nha Be, Binh Chanh, and District 7 before, is identified as a new growth engine, linking industry - seaport - services - housing - green infrastructure.

According to comrade Bui Xuan Cuong, Nha Be with its natural river conditions and strong impact of climate change needs to be developed in the direction of "ecological - adaptive - harmonious urban", not simply expanding urban space.
3 key areas that Ho Chi Minh City has oriented for Nha Be commune:
Promote investment in synchronous transport infrastructure, technical infrastructure and social infrastructure.
Building a modern, flexible, transparent urban governance model, with people at the center, businesses as the driving force and digital transformation as the tool.
Economic development associated with tourism, culture and services, towards the image of a "green city by the river".
"Developing Nha Be is not only the task of a locality, but is part of the strategic vision of building Ho Chi Minh City into a leading economic, financial and logistics center in Southeast Asia," affirmed comrade Bui Xuan Cuong.
Planning associated with river characteristics
From a professional perspective, Master Architect Pham Thi Hue Linh, Director of Construction Planning Center 4 (National Institute of Urban and Rural Planning, Ministry of Construction ), said that Nha Be has great advantages in terms of land fund and river landscape, but is also strongly affected by climate change and weak geology.
As the head of the "Project to adjust the general planning of Ho Chi Minh City to 2040, vision to 2060", she proposed the orientation of Nha Be urban development based on riverside landscape, taking advantage of water surface as "urban facade", connecting functional areas with riverside areas. Low-lying areas should be developed into special ecological urban areas, with green space, water surface and a system of regulating lakes to both drain water and create identity.

Ms. Pham Thi Hue Linh emphasized that one of the important issues in the development strategy of Ho Chi Minh City is to reduce flooding. Parks will be exploited for that purpose. It is possible to arrange regulating lakes located downstream, with large water reserves, in park areas; small lakes located at higher positions, tentatively called upstream, with the function of temporarily holding water to reduce the amount of water flowing downstream too much, helping to solve flooding, when the tide rises.
Sharing the same view, former Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Van Dua said that the problem of flooding needs to be viewed more comprehensively and scientifically . He also noted the construction of flood maps updated according to tidal peaks, combined with planning for green areas and regulating lakes, viewing water as a natural element to adapt to, not to oppose.

Early identification of implementation roadmap and resources
Speaking at the orientation, Ms. Tran Thu Hang, Director of the Department of Planning and Architecture, Ministry of Construction, highly appreciated the efforts of Nha Be commune in proactively shaping the development space in the new context.
According to her, Nha Be needs to be developed in a way that has its own identity, but is still within the overall planning of Ho Chi Minh City. To do that, it is necessary to review and adjust appropriate institutions; at the same time, build planning tools and effective management methods for rapidly urbanizing communes.
