Urgently establish tasks and general planning for urban and rural areas in An Giang province.

On October 31, the People's Committee of An Giang province held a working session to listen to a report on the implementation of tasks and general planning of urban and rural areas in the province for the period 2025 - 2026 according to Plan No. 135/KH-UBND, dated October 10, 2025 of the Provincial People's Committee. The entire An Giang province has 90 planning categories that need to be implemented in the period 2025 - 2026. Of which, the Department of Construction directly implements 6 categories, including 5 general planning of existing inter-ward urban areas and 1 independent urban planning of ward areas. The People's Committees of communes and special zones (except Phu Quoc special zone) establish 84 categories, including 17 general planning of new urban areas and 67 general planning of communes and special zones not belonging to the urban system.

The Department of Construction has submitted a Proposal on capital needs for the implementation of tasks and general urban and rural planning; the Department of Finance has submitted it to the Provincial People's Committee for consideration and decision as a basis for implementation.

On October 28, the Department of Construction issued an official dispatch requesting the People's Committees of communes and special zones to urgently establish tasks and general planning for urban and rural areas within their management scope and with decentralized and authorized authority; develop a cost estimate for planning according to Circular No. 17/2025 of the Ministry of Construction , and submit it to the Department of Finance to report to the Provincial People's Committee for funding arrangement.

Concluding the working session, Vice Chairman of An Giang Provincial People's Committee Ngo Cong Thuc emphasized that the work of establishing tasks and general urban and rural planning is a key task, of special importance in concretizing the planning of An Giang province for the period 2021 - 2030, with a vision to 2050, creating a legal basis for the management and development of urban - rural spaces, attracting investment and sustainable socio-economic development.

To urgently complete the task of establishing tasks and general planning for urban and rural areas in the province for the period 2025 - 2026, Vice Chairman of An Giang Provincial People's Committee Ngo Cong Thuc requested the Provincial People's Committee Office to urgently advise and submit to the Provincial People's Committee to allocate funds for implementation according to Document No. 488/TTr-STC of the Department of Finance.

The Department of Construction is required to immediately deploy the work of preparing tasks and general urban and rural planning projects after being allocated capital, ensuring completion in 2025; strengthen guidance and urge the People's Committees at commune and special economic zones to properly implement decentralization, authorization and report progress periodically every month.

The Vice Chairman of the Provincial People's Committee assigned the Department of Construction to coordinate with the Department of Justice to update and review new legal regulations on planning, promptly advise the Provincial People's Committee to adjust the implementation plan accordingly. The Department of Finance advised the Provincial People's Committee to arrange and allocate funding promptly, prioritizing key categories.

The Department of Agriculture and Environment is assigned to coordinate with the Department of Construction, People's Committees of communes, wards, special zones and the Provincial Economic Zone Management Board to closely coordinate in planning work, land use plans must closely follow the established and approved urban and rural planning, ensuring consistency.
