
With support from the National Target Program for Sustainable Poverty Reduction, Mr. Truong Van Minh's family (My Loi village, Thanh Vinh commune) has risen above poverty.
As a poor household with extremely difficult circumstances, in 2017, Mr. Truong Van Minh's family in My Loi village was given a breeding cow in a project under the National Target Program for Sustainable Poverty Reduction. From this breeding cow, he increased his herd to many cows. By 2022, through a vocational training course organized by the People's Committee of Thanh Vinh commune (old) in coordination with other units, he sold the cows, borrowed more money and part of the funding from local support to invest in barns, buy a pair of breeding deer and plant nearly 2 hectares of lemongrass. To date, the family's herd of deer has 7. Income from selling breeding deer, commercial deer antlers and lemongrass garden helped Mr. Minh's family escape poverty by the end of 2024; the family's income in 2025 is estimated at about 100 million VND. Mr. Minh said: “To achieve this result, I would like to thank the community and local authorities for helping me in the most difficult times. Without the support of breeds and knowledge dissemination classes from the local authorities, I don’t know when my family would be able to stabilize and escape poverty.”
Mr. Bui Van Hien, Party cell secretary and head of My Loi village, said: “This is a family with quite special circumstances. In 2008, Minh got married and moved out. In 2010, the couple gave birth to their first daughter. It seemed like their married life was perfect, but he suddenly fell ill and was bedridden. All the family's accumulated economic resources were poured into his treatment. Unable to bear the hardship, his wife left him and left their young child to care for. With no money, illness, and young child, his life almost came to a standstill. With the encouragement and help of his family, neighbors, local authorities and an extraordinary determination, he overcame adversity to have a stable life.”
Thanh Vinh is a poor commune, people's awareness as well as the application of scientific and technological advances in production are still limited, so the poverty rate in previous years was still high. Realizing this, immediately after completing the new apparatus, the Party Committee and People's Committee of the commune directed the establishment of a poverty reduction steering committee, developed a plan, assigned specific tasks to each member of the steering committee in charge of villages, and worked with the villages to promote propaganda and mobilize people to shift the structure of crops and livestock, convert ineffective rice-growing land to growing crops with high economic value. Create a support mechanism for poor and near-poor households to access preferential loans from banks. Currently, the total loan capital from the Social Policy Bank in the commune is 204.57 billion VND, of which 72.4 billion VND is capital to support production and business for poor and near-poor households with preferential interest rates.
In addition, the commune also cooperated with Hong Duc University and Thach Thanh Vocational College to open training classes to transfer science and technology to farmers. From 2023 to now, the communes of Thanh Minh, Thanh My, Thanh Yen and Thanh Vinh, now Thanh Vinh commune, have coordinated to organize 15 vocational training classes, creating stable jobs for 3,200 local workers.
Along with implementing the National Target Program on Sustainable Poverty Reduction, Thanh Vinh commune has mobilized all resources to support poor and near-poor households to have the opportunity to escape poverty sustainably. Currently, the support policies have been effective, helping thousands of households escape poverty. If in 2021, the 4 old communes of Thanh Vinh had 1,826 poor households and 560 near-poor households, by the end of September 2025, the whole commune will have only 279 poor households and 271 near-poor households, a decrease of 86.7% in the number of poor households and 67.3% in the number of near-poor households. The rural landscape is gradually changing, people have access to and enjoy basic social services, and their material and spiritual lives have been significantly improved.
Mr. Bui Thanh Hieu, Head of the Economic Department, Thanh Vinh Commune People's Committee, said: "The Department has advised the Commune People's Committee to conduct a survey to grasp the living conditions of poor and near-poor households, from which to select suitable economic models to replicate and support poor households to develop their household economy. At the same time, mobilize social resources to participate in poverty reduction work. Besides, we also create maximum conditions to attract businesses to invest in the fields of agriculture and forestry. Promote the role of agricultural cooperatives as a bridge between businesses and people in consuming output products for people, helping people feel secure in production and business to overcome poverty... Promoting the achieved results, in the coming time, Thanh Vinh commune will continue to propagate the goal of deep poverty reduction to all classes of people and the poor to arouse the will to strive to overcome difficulties and escape poverty".
