Mr. Do Huu Phuoc, Vice Chairman of the People's Committee of Phan Thiet Ward, said: Previously, iron posts were placed on the sidewalks of Pham Van Dong Street for boats to moor with ropes. However, during the construction of the sidewalk renovation and upgrading project, which is being managed by the Phan Thiet Area Investment and Construction Project Management Board, these mooring posts have been removed.


Due to a lack of safe mooring points, many boat owners are forced to tie ropes to the embankment railings or the pillars of the Tran Hung Dao bridge to secure their vessels, posing a potential safety risk, especially in the current complex stormy weather conditions.

In response to this situation, the People's Committee of Phan Thiet ward sent a document requesting the Thanh Hai Border Guard Station to cooperate in inspecting, educating, and reminding boat owners not to tie mooring ropes to railings or bridge supports. At the same time, they instructed people to moor their boats in the correct locations to ensure safety during the rainy and stormy season.

The People's Committee of the ward also requested the Phan Thiet Area Investment and Construction Project Management Board to direct the construction unit to temporarily arrange suitable mooring posts to create conditions for safe mooring of boats and ships while the project is still under construction.
Regarding the weather situation, Typhoon KALMAEGI is currently active in the waters east of the Philippines. It is forecast to move into the central South China Sea by November 5th with wind speeds of level 13, gusting to levels 16-17, heading towards the central coast of Vietnam – an area already suffering heavy damage from floods and heavy rains.
Locally, to proactively respond to the storm and subsequent flooding, the Chairman of the People's Committee of Phan Thiet Ward requested relevant units to closely monitor warning and forecast bulletins and the storm's developments. In addition, the Ward's Civil Defense Command was instructed to closely monitor the weather situation and developments; be on duty 24/7, and promptly inform and warn the public. Areas at risk of landslides, flash floods, and flooding were to be reviewed; and residents were to be evacuated to safe locations when necessary. Simultaneously, forces, equipment, and supplies were to be prepared according to the "four on-the-spot" principle for rescue and incident remediation.
The People's Committee of Phan Thiet ward also requested the Thanh Hai Border Guard Station to inform captains and owners of vessels operating at sea to proactively take preventive measures and plan their production accordingly, ensuring the safety of people and property; and to maintain communication to promptly handle any adverse situations that may occur. Heads of residential groups are urged to encourage residents to reinforce their houses and protect production, business, and service establishments.
