After the administrative unit merger, Minh Ngoc commune quickly stabilized its organizational structure and completed the Public Administration Service Center. This is an important step in implementing administrative procedure reform (AP), contributing to improving the effectiveness and efficiency of local government operations.

Clear effect

After implementing the two-level government, by the end of October 2025, the Commune Public Administration Service Center received nearly 600 administrative procedure records, of which 97% were submitted online; the rate of correct and early settlement reached 100%, there were no complaints or complaints related to service attitude or quality of settlement; fields with large volumes of records such as authentication, household registration, land, social security... were all processed promptly. The index of service to people and businesses always maintained at a high level: transparency index 18/18 points, settlement progress 20/20 points, online public services 8.04/12 points, absolute satisfaction level 18/18. The average monthly total score is always above 90/100 points, in the leading group of the province and is the unit with the best score.

To achieve that result, the Party Committee and the government of Minh Ngoc commune have seriously implemented the documents of the Central Government and the province on administrative procedure reform, especially Decree 61/2018/ND-CP of the Government on implementing the one-stop shop and one-stop shop mechanism; completed the Steering Committee for Administrative Procedure Reform; regularly guided people to install the VNeID application, register for electronic identification accounts, submit documents and make payments online; innovated propaganda work in a diverse way to help raise people's awareness, especially ethnic minorities.

Comrade Nguyen Minh Chuong, Vice Chairman of the People's Committee, Director of the Commune Public Administration Service Center, said: The commune determines to take people's satisfaction as a measure of work efficiency; each file resolved on time, each person receiving enthusiastic guidance is a step forward in building a public, transparent, and friendly administration. The commune Party Committee strives that by 2026, 100% of the commune's administrative procedures will be completely performed online; 100% of resolved files will be digitized; over 90% of people will have electronic identification accounts and make online payments.

Towards a service-oriented administration

The reform of administrative procedures in Minh Ngoc commune does not stop at reducing paperwork and shortening time, but has become a comprehensive innovation movement, contributing to building a modern grassroots government, close to the people, for the people. At the same time, the Party Committee of the commune publicly and fully lists administrative procedures at the Public Administration Service Center to ensure accuracy, clarity, and completeness, creating the most favorable conditions for organizations and individuals to access, learn about and implement administrative procedures, ensuring the rights and legitimate interests of organizations and individuals.

Ms. Cung Thi Dung, Khuoi Nang village, shared: After implementing the two-level government and merging communes, my house is nearly 20 km from the commune center, traveling is very difficult, so when I come to resolve administrative procedures, I am guided very enthusiastically and thoughtfully by the staff of the Public Administration Service Center; sometimes I just need to call in advance to get advice on the documents, avoiding going back and forth many times.

In order to continue improving the effectiveness of administrative procedures, Minh Ngoc commune has increased the application of information technology in state administrative management activities at all levels; invested in equipment to gradually deploy e-government, promoted the use of online public services in handling administrative procedures; closely inspected and reviewed the performance of professional civil servants' duties, especially civil servants at the Public Administration Service Center, ensuring increased responsibility and efficiency in performing tasks; strictly implemented working regulations, friendly and proper attitude in serving the people; supported citizens in using online public services through the Community Digital Technology Team...

With innovation in working methods, high political determination and consensus of the people of all ethnic groups, Minh Ngoc commune is becoming a bright spot in administrative procedure reform, contributing to realizing the goal of building e-government, towards digital government, serving people and businesses better and better.
