The training conference in Hue City, in both in-person and online formats, is one of the important activities to implement Decision No. 1012/QD-TTg dated August 31, 2023 of the Prime Minister promulgating the Plan to implement the Law on Consumer Protection and Decision No. 2720/QD-BCT dated October 17, 2023 of the Ministry of Industry and Trade promulgating the Plan to implement Decision No. 1012/QD-TTg, in order to thoroughly grasp and provide in-depth training on the Law on Consumer Protection and detailed regulations and implementation instructions for the Department of Industry and Trade, Consumer Protection Associations of provinces and cities, relevant state agencies (Departments, branches, People's Committees of wards, communes, and special zones), industry associations and relevant local business communities.
The program received the attention and participation of more than 100 direct delegates and dozens of online representatives of relevant agencies and organizations in the Central and Central Highlands regions, especially the participation of representatives of many Economic Departments, Economic - Infrastructure - Urban Departments of the People's Committees at the commune level of Hue City, Da Nang City, etc.

Speaking at the opening of the Conference, Ms. Nguyen Quynh Anh, Vice Chairman of the National Competition Commission, said that the Law on Consumer Protection was passed by the 15th National Assembly on June 20, 2023, effective from July 1, 2024, replacing the 2010 Law with the most comprehensive and consistent content ever. Accordingly, the Law includes many new provisions, which are assessed to be consistent with world trends and practices, and many international experiences have been reviewed and updated in the Law. The Law has added many completely new provisions such as protection of vulnerable consumers, influencers, sustainable production and consumption, special transactions, especially transactions in cyberspace, digital platforms, etc. Many important provisions on the rights and obligations of consumers, enterprises, social organizations participating in consumer protection and state management responsibilities from central to local levels have been amended and completed . “Up to now, we have basically completed the system of legal documents to protect consumer rights. Therefore, relevant agencies and organizations need to focus on effectively implementing the Law on Consumer Rights Protection in order to promptly bring the Law into life. In particular, it is necessary to continue promoting the tasks of propaganda, training, and guiding the implementation of new provisions of the Law for relevant subjects nationwide," Ms. Quynh Anh emphasized.

At the training session on new regulations of the law on consumer rights protection, Mr. Phan The Thang - Deputy Head of the Consumer Protection Department, National Competition Commission said that in recent times, the work of protecting consumer rights has achieved many positive results, especially in perfecting the institution, building a database, receiving, supporting and handling consumer feedback and complaints nationwide. According to him, in the current period, the biggest challenge lies not only in propagating, disseminating and improving understanding of the new regulations of the Law, but also in developing organizational capacity and coordinating implementation between relevant agencies and organizations from central to local levels, focusing on receiving, classifying, supporting and resolving complaints and disputes in consumption; creating conditions for development, enhancing the role, responsibility and coordination with Consumer Protection Associations. In addition to training on the new provisions of this Law, representatives of the National Competition Commission also informed the Conference about new contents related to decentralization, delegation of power and division of authority in the field of industry and trade and state management of the Ministry of Industry and Trade (for consumer rights protection) when implementing 2-level local government according to Decree No. 139/2025/ND-CP and Decree No. 146/2025/ND-CP. " Consumer protection is not only the responsibility of state management agencies but also the responsibility of the whole society. When consumers are well protected, businesses will also develop more sustainably, contributing to building a healthy, transparent and civilized business environment," Mr. Thang affirmed.

At the conference, delegates were introduced, exchanged and discussed key topics: (i) legal system, organizational structure, responsibilities and experiences in implementing state management of consumer rights protection; (ii) some new regulations of the Law on Consumer Rights Protection in 2023; (iii) responsibilities of business organizations and individuals towards consumers; (iv) measures and experiences in inspecting and handling violations of consumer rights; (v) procedures and skills in consulting, supporting, receiving and resolving complaints and disputes between consumers and business organizations and individuals; (vi) implementing consumer rights protection work at the local level, some experiences - recommendations for effective solutions; (vii) developing consumer rights protection activities of Consumer Protection Associations - recommendations for effective solutions. The content was presented by leaders and experts of the National Competition Commission and representatives of coordinating organizations such as the Department of Industry and Trade of Hue City and the Vietnam Consumer Protection Association. The program also received lively and frank exchanges and discussions from representatives of relevant agencies and organizations to clarify difficulties, obstacles, limitations, and experiences in the implementation process, new regulations in the 2023 Law, as well as recommendations to competent state agencies in the work of protecting consumer rights.

The conference recorded many opinions and practical experiences from localities on a variety of topics related to protecting consumer rights, especially many new issues that are of interest to society such as e-commerce, transactions on digital platforms, online dispute resolution methods and coordination between management agencies and social organizations participating in consumer protection. Delegates highly appreciated the guiding and guiding role of the Ministry of Industry and Trade and the National Competition Commission in specifically and clearly defining the responsibilities and authorities of relevant agencies and organizations, systematizing regulations in training documents, procedures for receiving and handling feedback and recommendations to ensure the legitimate rights and interests of consumers according to new provisions of law.

The training conference on consumer rights protection law in the Central region in Hue City is an activity within the plan to implement Decision No. 1012/QD-TTg dated August 31, 2023 of the Prime Minister on promulgating the plan to implement the Law on Consumer Rights Protection. This is a meaningful activity not only in the work of propagating and disseminating the law but also an important forum for state management agencies, social organizations, businesses and consumers to exchange and share experiences, and remove difficulties and obstacles in the process of law enforcement. Through the Conference, the awareness of relevant parties about responsibilities, rights and obligations in consumer rights protection work is enhanced, while contributing to enhancing the effectiveness of coordination between agencies and units, thereby promoting the implementation of the Law on Consumer Rights Protection in 2023 in a unified, substantive and effective manner nationwide.
