On November 4, Quang Tri Provincial Police promptly rescued three people isolated by rising floodwaters at the spillway of Hieu Giang commune.
Three people, including Mac Van Phan (born in 1992), Lang Van Duan (born in 1986) and Vy Van Vy (born in 1983), all from Nghe An , went to Quang Tri to work as foresters. When they returned, the spillway was damaged and floodwaters rose, leaving them stranded in the middle of the forest.

Upon receiving the news, the Provincial Police Department of Fire Prevention and Rescue mobilized 1 rescue vehicle, 1 fire truck, 1 canoe and forces to the scene, coordinating with Hieu Giang Commune Police to organize the rescue. After more than an hour of overcoming the flood, the functional forces brought all three people to safety.

On the same day, Tan My Commune Police also promptly assisted in taking Ms. Do Thi Gi (born 1970), a patient with chronic kidney failure, to the hospital for dialysis in conditions where the road was deeply flooded and completely cut off.
