The heavy rain yesterday, November 2nd, to this morning, November 3rd, caused the water level on the Huong River and the Bo River ( Hue City) to rise rapidly, exceeding the alarm level 3, flooding urban areas. This time, the water rose quickly and covered a large area, turning many main roads into rivers.
