Deploying response to storm Kalmaegi (storm no. 13): Do not be subjective in natural disaster prevention and control

On the afternoon of November 4, comrade Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Civil Defense Command held a direct and online meeting with agencies, units and localities to proactively deploy preparations to respond to storm No. 13 - Kalmaegi.

Mr. Nguyen Trong Chanh - Deputy Director of the Department of Agriculture and Environment (DARD) said that in order to respond to storms and floods, the central and provincial ministries, branches have issued official dispatches directing departments, branches, units and localities to proactively respond, ensuring the safety of people and property of the people and the State. The DARD has also issued documents on implementing plans to ensure the safety of dykes, dams, and limit flooding downstream... In addition, the department has issued documents requesting organizations and individuals currently operating in mineral exploitation in the province to implement safety solutions and respond to floods and landslides during stormy days.

Up to now, the authorities have urgently notified more than 300 vehicles operating at the port; informed about weather developments, provided guidance on prevention and continuously updated information at each time. The authorities also coordinated with Khanh Hoa Inland Waterways Port Authority to temporarily suspend departure procedures for passenger vehicles when there was a warning of strong winds and waves; organized continuous warning broadcasts through loudspeakers at the port; sent notifications via Zalo group to vehicle owners to ensure the fastest reception of information.

Units under the Provincial Military Command have been proactive in terms of forces and means, assigning specific tasks to forces in each locality, ready to participate in natural disaster prevention and control, and rescue people. Colonel Phan Thang Long - Deputy Commander of the Provincial Military Command and Commander of the Provincial Border Guard Command said: The whole province has 3,451 rafts, 106,406 cages, and 8,331 workers engaged in aquaculture at sea. Regarding boats, the whole province currently has 6,953 vehicles; 886 vehicles are operating at sea, with 5,717 workers. The unit has organized a call for ships and boats still operating at sea to urgently return to shore or find safe places to avoid and shelter from the storm, to be completed before 10:00 a.m. on November 5; Inform fishermen, aquaculture households on rafts, tourist boats, cargo ships, and sea vehicles of the time to stop fishing, transporting, and circulating at sea from 12:00 on November 6 until the end of the storm; instruct people to anchor rafts, ships, and boats to ensure safety; for people on rafts, ships, and anchored boats, they must return to shore before 12:00 on November 6 until the end of the storm. At the same time, the Provincial Border Guard also developed a number of specific plans for rescue at sea; using watercraft to rescue people, evacuate people; and plans to coordinate and organize to overcome the consequences caused by the storm.

Speaking at the meeting, Major General Nguyen Huu Phuoc - Member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department said that police officers and soldiers are ready in terms of forces, means and specific deployment plans; at the same time, calculating plans to mobilize central forces in the area when necessary. The Provincial Police Department leaders requested the Provincial People's Committee to consider and establish a forward command post to update the situation and direct response work in a timely and effective manner.

With a proactive response spirit, localities in the province are focusing on implementing plans to ensure safety for people, especially in areas at risk of landslides and dangerous storms. In Tay Khanh Son commune, the commune has reviewed and identified vulnerable landslide areas, directed forces to be on duty 24/7, households not to store water in personal ponds, and asked people working in the fields to return home. In Van Ninh commune, 15 farming households who passed through the spillway were instructed to leave vulnerable areas before 3:00 p.m. on November 5. The commune has also prepared plans, forces, equipment, and necessities to proactively respond...

According to Mr. Nguyen Duy Quang - Director of the Department of Agriculture and Environment, Deputy Head of the Provincial Civil Defense Command, the response work is focusing on vulnerable areas affected by storms, heavy rains causing floods and landslides. In particular, units and forces are focusing on calling on ships operating at sea to take shelter in safe places. The deployment of anchoring and reinforcement combined with the request to evacuate people from aquaculture cages, ships and boats anchored in shelters is being carried out drastically, even forced relocation. For reservoirs, some are proactively releasing water to regulate floods, ensuring safety of works and limiting flooding in downstream areas.

Appreciating the preparation and response work of forces, departments, branches, units and localities, comrade Trinh Minh Hoang thoroughly emphasized the spirit of absolutely not being subjective in the face of natural disasters and requested departments, branches, police and military units, and localities to monitor and grasp the situation of storms and heavy rains with the motto "resolutely, from afar, from early". Comrade Trinh Minh Hoang noted that departments, branches, units and localities are determined in ensuring the safety of ships, boats, aquaculture at sea and economic activities at sea and coastal areas, completed before the storm affects; deploying measures to prevent and combat storms at sea, islands and coastal areas as soon as possible. On land, focus resources on responding to the risk of strong storms causing damage to houses and structures; propagate people to tie down houses and evacuate to safe places; need to substantially and resolutely deploy the work of ensuring safety at reservoirs, areas vulnerable to landslides, and areas where underground overflows cause isolation.

“Recently, natural disasters have caused huge losses in human lives and property in localities across the country. In the province, in 2024 and from the beginning of 2025 until now, natural disasters have also caused heavy losses in human lives and property of the people. Facing the storm that is forecast to be of great intensity and complexity, causing heavy rain in the province, we request that departments, branches, units, localities, forces and people not be subjective; focus on drastically implementing response measures, ensuring to minimize the damage caused by natural disasters,” emphasized comrade Trinh Minh Hoang.

Mr. NGUYEN VAN LY - Deputy Director of the Provincial Hydrometeorological Station: Storm No. 13 is strong, moving quickly, and complicated. On November 6, the storm is forecast to be offshore from Gia Lai to Khanh Hoa provinces with an intensity of level 14, gusting to level 17. The storm will cause waves up to 10m high. Due to the storm's influence, from November 6 to the end of November 8, Khanh Hoa will have moderate to heavy rain, and the northern part of the province will have very heavy rain. The rain will mainly concentrate on the evening of November 6 and the morning of November 7. The total rainfall for the entire period is commonly from 50 to 150 mm/day, with some places experiencing more than 200mm. In particular, the evening of November 6 and the early morning of November 7 is forecast to have heavy rain, possibly more than 100mm/6 hours. Heavy rain is likely to cause flood warning levels 2-3 on rivers.
