Hoa Tri Commune activates the "4 on-site" plan to respond to storm Kalmaegi

On the afternoon of November 4, the Party Committee of Hoa Tri commune issued an official dispatch deploying emergency response measures to storm Kalmaegi.

Accordingly, the Standing Committee of the Hoa Tri Commune Party Committee requested the Commune People's Committee to immediately activate the 24/24 command mode, maintain continuous reporting information to avoid being passive and surprised; implement the "4 on-site" motto, proactively respond at the highest level. In particular, urgently review, make a list and urgently evacuate households living on mountain slopes, riverbanks, stream banks, areas at risk of landslides and deep flooding to safe places; ensure that people do not stay in weak houses, temporary houses, dangerous areas, especially prioritize ensuring absolute safety for children, the elderly and vulnerable groups; proactively develop plans to protect key works; check the system of dams, dykes, pumping stations, schools, medical stations, agency headquarters, electricity and communication systems; Prepare adequate supplies, rescue equipment, motorboats, life jackets, flashlights, generators and necessities for at least 3 days for areas at risk of being isolated when the storm makes landfall.

The Fatherland Front and socio- political organizations of the commune, agencies and units in the area proactively coordinate closely with the People's Committee of the commune and villages to mobilize union members and youth to support the reinforcement of houses for poor households and single-parent families; arrange mobile forces to be on duty at vulnerable and flood-prone areas. Party cells and subordinate party committees strengthen propaganda and mobilize cadres, party members and people to proactively prevent and avoid storms.

The Commune Party Committee also assigned members of the Standing Committee and Party Committee members in charge of the area to be directly present at the grassroots level to direct, inspect, and grasp the situation, ensuring timely handling of any arising situations. At the same time, agencies and units are required to strictly implement the regular reporting regime twice a day (at 7:00 and 17:00) and urgently report when there are unusual situations; absolutely must not be subjective, negligent, and wait for additional instructions. The Standing Committee of the Commune Party Committee will directly inspect, supervise, and strictly handle responsibilities if damage occurs due to subjectivity and delay in response.
