Urgently check irrigation works after prolonged floods

On November 4, the Department of Irrigation Works Management and Construction, Ministry of Agriculture and Environment sent a document to the Directors of the Departments of Agriculture and Environment of the provinces and cities of Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa to ensure the safety of dams and reservoirs and prepare measures to respond and minimize damage caused by storm KALMAEGI.

To proactively prevent and ensure the safety of irrigation works and prevent flooding, waterlogging, and minimize damage caused by heavy rain, the Department of Irrigation Works Management and Construction requests the Department of Agriculture and Environment of provinces and cities from Hue city to Khanh Hoa province to urgently inspect, review, and assess the extent of damage to works after the prolonged floods at the end of October, especially dams and reservoirs; proactively and promptly deploy response plans to ensure the safety of works, and prevent incidents from occurring.

For reservoirs with regulating gates, it is necessary to develop an operating scenario, direct management units to organize the operation and regulation of irrigation reservoirs according to the process, prioritize flood prevention capacity for downstream areas; closely monitor the development of rain and floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir to promptly report when unusual situations occur. Strictly implement early warnings for people in downstream areas before flood discharge and when there is a risk of an incident.

Units shall identify specific lists, organize inspections and reviews of key projects that are at risk of incidents when there is heavy rain, paying attention to small lakes at the commune level, reservoirs built and managed by organizations, individuals and enterprises; update and deploy response plans to heavy rains in accordance with rain and flood forecasts and the current status of the projects. For key projects, it is necessary to consider limiting or not storing water, recommending to stop exploitation or having solutions to lower the water level, ensuring that no incidents occur if the project is not safe.

At the same time, organize 24/7 on-duty during times of rain and floods; continue to check, review, and arrange permanent personnel at key irrigation works at risk of incidents; promptly handle unusual situations at the first hour and proactively deploy response according to the "four on-site" motto.

In the last days of October, floods have caused great damage to people and property, river water levels have exceeded historical flood levels in Hue and Da Nang cities; Warnings that in the coming time, the possibility of heavy rain is still high, especially in the area from Ha Tinh to Quang Tri: heavy rain, locally very heavy rain with common rainfall of 50-110mm, locally over 200mm, creating great pressure on the management and operation of reservoirs.

According to the National Center for Hydro-Meteorological Forecasting, storm KALMAEGI is currently active in the central region of the Philippines with a strong intensity of level 13 (134-149 km/h), gusting to level 16. The storm is moving in the West-Northwest direction at a speed of about 20 km/h and is likely to strengthen in the coming hours.

According to the initial assessment of the National Center for Hydro-Meteorological Forecasting: Around November 5, storm KALMAEGI will move into the East Sea, becoming the 13th storm this year, with a strong intensity of level 13, gusts of level 16; around November 6, the storm will continue to strengthen to level 14, gusts of level 17 and will be located about 500 km east-southeast of the coast of Gia Lai province. On November 7, the storm will move into the mainland of our country, the center of influence will be from Quang Ngai to Dak Lak ; the storm can cause strong winds and heavy rain in the Central Central and South Central regions from the night of November 6 to 9. After that, the storm will move mainly in the West-Northwest direction at a speed of 20-25 km/h, gradually weakening in intensity.
