On the afternoon of November 4, Mr. Trinh Minh Hoang, Vice Chairman of Khanh Hoa Provincial People's Committee - Deputy Head of the Provincial Civil Defense Command chaired a meeting to deploy response work to storm No. 13 (Kalmaegi).

At the meeting, Mr. Nguyen Duy Quang, Director of the Department of Agriculture and Environment of Khanh Hoa province, said that the province currently has more than 3,451 aquaculture rafts with more than 106,000 cages and 8,300 workers. Local authorities have mobilized people to urgently harvest aquatic products of commercial size, and at the same time prepared plans to evacuate people and vehicles to safe shelters when necessary. In addition, the province has 6,953 fishing vessels, of which 886 vessels with 5,717 workers are still operating at sea; no vessels are in dangerous areas. All vessels have been informed of the direction of movement and developments of the storm to proactively seek safe shelters.
Safety work at inland waterway ports and Nha Trang Bay was also urgently deployed. Authorities urgently notified more than 300 vehicles, continuously broadcast warnings and temporarily stopped departure procedures when there was a warning of strong winds and waves; sent notifications via social networks to vehicle owners to provide the fastest information, ensuring safety for people and vehicles.

According to the National Center for Hydro-Meteorological Forecasting, storm Kalmaegi is moving rapidly at a speed of 20-25 km/h in a West-Northwest direction. It is expected that by November 6, the storm will reach level 14 intensity, gusting to level 17 when it is offshore from Gia Lai to Khanh Hoa and Truong Sa special zone. The area of influence is forecast to be very wide, from Da Nang to Khanh Hoa.
Due to the influence of the storm's southern circulation, from early morning on November 6 to the end of November 8, there will be moderate to heavy rain in the province; in the North, there will be very heavy rain in some places, concentrated on the night of November 6 and the morning of November 7. The total rainfall for the entire period is generally 50 - 150 mm/day, in some places over 200 mm; in the night of November 6 and early morning of November 7, there may be heavy rain of over 100 mm in just 6 hours.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Trinh Minh Hoang said that the damage caused by natural disasters mostly comes from subjectivity. Therefore, all levels and sectors need to take drastic action, deploy specific prevention measures, and not be passive in any situation.

Mr. Trinh Minh Hoang requested to complete the call for all ships and boats to take shelter before 10:00 a.m. on November 5; stop all activities at sea from 12:00 p.m. on November 6 until the storm dissipates.
In addition, recent heavy rains have caused soil and rock saturation, increasing the risk of landslides. Therefore, relevant localities and units must closely monitor weather developments, continuously update information, and prepare response plans according to the motto "actively from afar, prevent early".
At the same time, the Department of Construction was assigned to inspect the safety of construction works, cranes, and construction vehicles; ensuring smooth traffic in stormy conditions. The military, police, and border guards were asked to closely coordinate with local authorities to support people in securing their houses, evacuating in a timely manner, proactively rescuing victims, and protecting people's lives and property.
With a spirit of urgency, determination and synchronous preparation from all levels and sectors, Khanh Hoa province is proactively responding to storm Kalmaegi, minimizing damage when the storm makes landfall.
