Minister of Public Security Luong Tam Quang has just launched the Three Best emulation movement: Most Disciplined - Most Loyal - Most Close to the People.

On November 4, 2025, the Ministry of Public Security held a monthly meeting in October 2025, combining the dissemination and implementation of the Resolution and Action Program to implement the Resolution of the 8th Central Party Congress of the Public Security and launching the emulation movement of Three Best: Most Disciplined - Most Loyal - Most Close to the People.

At the Conference, Comrade General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security launched the Three Best emulation movement in the entire People's Public Security force with 21 specific contents on "Most Disciplined - Most Loyal - Closest to the People".

Accordingly, "First Discipline" includes 7 contents such as: Absolutely comply with the Political Platform, Party Charter, resolutions, directives, regulations, statutes, conclusions, and instructions of the Party; strictly and accurately comply with the Constitution, laws, orders, regulations, statutes, and working procedures of the People's Public Security; absolutely obey and thoroughly execute, and best execute orders and directives of superiors; reporting from bottom to top must be honest, accurate, prompt, and practical.

“Most loyal” includes 7 connotations such as: Always striving to sacrifice for the Party’s ideals and the goal of a rich people, a strong country, democracy, fairness, and civilization; putting the national and ethnic interests, the common interests of the Party, the State, and the people above all else; always maintaining the mettle and integrity of a revolutionary police officer, unifying thoughts and actions, wholeheartedly dedicating oneself to serving the People, sacrificing oneself for the Party and the people, and being exemplary in all work.

“Closest to the people” includes 7 connotations such as: “People are the root”, the center, the subject of all policies, strategies, and security and order protection work. The highest measure of all aspects of security and order protection work is the happiness and peace of the people; care for the material and spiritual life of the people; protect the legitimate and legal rights and interests of the people; create conditions for the people to promote their right to mastery, enjoy benefits in a progressive, fair, civilized and happy society.

The Minister of Public Security requested the heads of local police units to base on the emulation targets in the Ministry's plan and 21 specific contents of "Most Disciplined - Most Loyal - Closest to the People" to supplement the work program and plan. Every month in the Party cell activities, each leader, commander, officer, soldier, and each unit must examine, review, and clearly point out the specific products and results that demonstrate "Most Disciplined - Most Loyal - Closest to the People" that have been achieved.

Minister Luong Tam Quang believes that every leader, commander, and officer in the People's Public Security will strive every day to spread the Three Firsts emulation movement strongly, truly becoming a catalyst to promote the successful implementation of the Resolution of the 8th Central Public Security Party Congress, making the work of ensuring security and order make a worthy contribution in the new era of the country under the leadership of the Party.
