On the morning of October 31, continuing the program of the 10th session of the 15th National Assembly, General Luong Tam Quang, Politburo member and Minister of Public Security , presented a report on draft laws amending and supplementing a number of articles of 10 laws related to security and order. Among them, there is the Law on Road Traffic Order and Safety.

According to Minister Luong Tam Quang, the drafting of the above-mentioned law aims to ensure that the provisions of these laws are consistent with the results of the reorganization of the state apparatus and two-level local government; meet urgent practical requirements, promote decentralization, reduce administrative procedures and be consistent with the legal system.
Regarding the Law on Road Traffic Order and Safety, the Government proposed to amend and supplement regulations on: Priority light signal colors for military vehicles; smart vehicles; vehicles must be equipped with journey monitoring devices, driver image recording devices, and passenger compartment image recording devices.
Amending regulations on standards and training of vehicle inspectors; responsibility of vehicle inspection establishments to refuse vehicle inspection; upgrading driving licenses; authority to regulate training, testing, granting, exchanging, re-granting, and revoking driving licenses for defense and security purposes; revoking driving licenses; driving time of car drivers.
Specifically, the draft law proposes that commercial transport vehicles must be equipped with journey monitoring devices. Commercial transport vehicles with 8 or more seats (not including the driver's seat), tractor-trailers, ambulances, and internal transport vehicles must be equipped with journey monitoring devices and devices to record the driver's image.
The Government also proposed that passenger cars with 8 seats or more (not including the driver's seat) used for transportation business must install journey monitoring devices, devices to record images of the driver and images of the passenger compartment.
The draft law also clearly states: The system for managing data on journey monitoring devices, and devices for recording images of drivers and passenger compartments is used to record, store, and transmit information and data on the journey of vehicles participating in road traffic and images of drivers and passenger compartments to serve the work of ensuring security, order, road traffic safety and handling violations of the law, state management of road transport; managed, operated, and used by the traffic police force; connected and shared with road management agencies and relevant agencies.
The Minister of Public Security promulgates national technical regulations on monitoring systems to ensure security, order and road traffic safety and national technical regulations on journey monitoring devices and devices to record images of drivers and passenger compartments.
Presenting the review report on this content, Mr. Le Tan Toi, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs, said that the Committee proposed to consider regulations on passenger transport vehicles that must install journey monitoring devices, devices to record images of the driver and images of the passenger compartment, to ensure feasibility.
