On the morning of October 31st, continuing the program of the 10th session of the 15th National Assembly, General Luong Tam Quang, Member of the Political Bureau and Minister of Public Security , presented a report on draft laws amending and supplementing a number of articles of 10 laws related to security and order. Among them was the Law on Road Traffic Order and Safety.

According to Minister Luong Tam Quang, the purpose of drafting the aforementioned law is to ensure that the provisions of these laws are consistent with the results of the reorganization of the state apparatus and the two-tiered local government; to meet the urgent requirements of practice, to promote decentralization and delegation of power, to reduce administrative procedures, and to be consistent with the legal system.
Regarding the Law on Road Traffic Order and Safety, the Government proposes amendments and additions to regulations on: priority signal colors for military vehicles; intelligent transportation systems; and types of vehicles that must be equipped with vehicle tracking devices, driver image recording devices, and passenger compartment image recording devices.
Amendments to regulations on standards and training for vehicle inspectors; responsibilities of inspection facilities in refusing vehicle inspections; upgrading driver's licenses; authority to regulate training, testing, issuance, renewal, re-issuance, and revocation of driver's licenses for national defense and security purposes; revocation of driver's licenses; and driving time limits for automobile drivers.
Specifically, the draft law proposes that commercial transport vehicles must be equipped with vehicle tracking devices. Vehicles carrying 8 or more passengers (excluding the driver's seat) used for commercial transport, tractor-trailer trucks, ambulances, and internal transport vehicles must be equipped with vehicle tracking devices and devices to record the driver's image.
The government also proposed that passenger vehicles with 8 or more seats (excluding the driver's seat) used for commercial transport must be equipped with vehicle tracking devices and devices to record images of the driver and the passenger compartment.
The draft law also clarifies: The data management system for vehicle tracking devices and devices that record images of drivers and passenger compartments is used to record, store, and transmit information and data about the journey of vehicles participating in road traffic, as well as images of drivers and passenger compartments, to serve the work of ensuring security, order, and safety of road traffic and handling violations of the law, and state management of road transport; it is managed, operated, and used by the traffic police force; and it is connected and shared with road management agencies and related agencies.
The Minister of Public Security has issued national technical standards on the monitoring system for ensuring security, order, and safety of road traffic, and national technical standards on vehicle tracking devices and devices for recording images of drivers and passenger compartments.
Presenting the verification report on this matter, Mr. Le Tan Toi, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs, stated that the Committee proposed considering a regulation requiring passenger transport vehicles to be equipped with vehicle tracking devices and devices that record images of the driver and passenger compartment, to ensure feasibility.
