
Mr. Nguyen Huu Tuan, Director of the Center for E-commerce and Digital Technology Development: The application of electronic identification and authentication, for example through the VNeID platform of the Ministry of Public Security , is an urgent requirement, helping to accurately authenticate users' identities.
On the afternoon of November 1, within the framework of the first Autumn Fair - 2025, the Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ) organized a conference "Application of identification and authentication of the Ministry of Public Security to improve safety in e-commerce activities".
In the context of the current strong development of the digital economy , many new challenges as well as new opportunities have been raised. One of the prominent challenges is the risks in transactions, fraud in e-commerce activities and fraudulent acts of property appropriation.
According to Mr. Nguyen Huu Tuan, Director of the Center for E-commerce and Digital Technology Development (Department of E-commerce and Digital Economy), the application of electronic identification and authentication, for example through the VNeID platform of the Ministry of Public Security, is an urgent requirement, helping to accurately authenticate user identities, prevent fraudulent behavior, and at the same time increase people's trust in online shopping activities and electronic transactions in general.
"According to statistics from the Department of Cyber Security and High-Tech Crime Prevention (A05 - Ministry of Public Security), in the first 8 months of 2025, Vietnam recorded more than 1,500 online fraud cases, causing losses of VND 1,660 billion. This demonstrates the need to deploy comprehensive solutions to ensure safety and reliability for electronic transactions, thereby strengthening people's trust in e-commerce activities," Mr. Nguyen Huu Tuan emphasized.
At the conference, delegates and experts discussed in-depth presentations, emphasizing the topics of digital transformation and ensuring safety in online transactions, thereby seeking practical solutions and specific policies to promote a safe e-commerce environment.
Vietnam’s e-commerce is maintaining strong growth momentum, becoming one of the five fastest growing markets in the world. The growth forecast to 2025 has been adjusted from 20% to 25.5%, with an average spending of 600 USD/person/year on online shopping.
Mr. Nguyen Huu Tuan said that, in parallel, digital payments continue to explode, especially QR Code with a compound growth rate of 40% and online payment methods increasing by over 100% each year. "When digital payments become popular, electronic identification and authentication are mandatory to ensure safety for users and businesses," Mr. Tuan emphasized.
However, along with the strong growth comes many risks and online fraud. Fraudulent forms of impersonating government agencies, relatives, or using deepfake to appropriate assets are increasingly sophisticated, with about 6,000 cases per year, concentrated in the fields of finance, virtual currency and student fraud.
Recently, many banks, financial institutions, online service providers, airlines, etc. have cooperated with the Center to integrate and deploy electronic identification and authentication services.

Platform for secure, transparent digital services
At the Conference, Ms. Pham Tuyet Trang, representative of the Center for Research, Application of Population Data and Citizen Identification (RAR), said that the system has performed more than 42.6 million authentications, including 17.8 million facial authentications, and successfully deployed the VN AI Verify solution integrated with 8 official service providers.
"Electronic identification solutions not only help improve user authentication quality and reduce transaction fraud, but also create a foundation for more secure, transparent and personalized digital services," Ms. Trang emphasized.
RAR is coordinating with the Department of E-commerce and Digital Economy to expand data connections, perfect the legal corridor and strengthen communication, instructing people to use the VNeID application in e-commerce transactions.
"We believe that with the cooperation of ministries, branches and businesses, the national electronic identification and authentication ecosystem will be increasingly improved, contributing to building a transparent, trustworthy and people-centered digital transaction environment," Ms. Trang affirmed.
Sharing experiences from businesses, Ms. Vu Xuan Linh, Director of Strategic Partnerships at Shopee Company Limited, said that one of the company's focuses is the application of electronic identification for sellers, a preparation step that Shopee has carried out early, in line with the direction of the Law on Electronic Transactions (amended) being considered by the National Assembly.
Since June 2025, Shopee has coordinated with Department C06 - Ministry of Public Security to deploy identification of all sellers on the platform through chip-embedded citizen identification cards. As of October 30, 2025, the platform has completed identification of 81% of sellers and aims to reach 100% in the near future. Notably, 100% of new sellers are currently required to complete the identification process before being allowed to do business.
Sharing his experience in implementing electronic identification solutions in Vietnam, Mr. Nguyen Hoang Tung, Director of VVN AI and Trusting Solution, said that he has accompanied state agencies and large enterprises such as VNPT, Viettel, Mobifone in developing electronic identification and matching systems. Previously, the Company also participated in ZICD medical projects and cooperated with German security agencies to prevent and combat banking fraud, thereby accumulating valuable experience.
In addition, the application of remote digital signature is a practical solution for e-commerce platforms. Mr. Vu Van Luat, Chairman of the Board of Directors and CEO of Softdream, emphasized that remote digital signature helps all transactions to be authenticated, non-repudiation and ensure data integrity, from electronic contracts, securities transactions, to health insurance procedures or e-commerce.
According to him, common risks in e-commerce today include: goods fraud, information forgery, contract data modification attacks and payment hijacking. The company has deployed remote digital signature solutions, allowing users to authenticate information using mobile devices without cumbersome paperwork. Each transaction is timestamped, data cannot be edited and all information is securely stored.
