Speaking to reporters of the Hanoi Moi Newspaper, Dr. Tran Anh Tuan, former Deputy Minister of Home Affairs, emphasized: "The 14th National Party Congress will be an important milestone in the process of perfecting institutions and enhancing national governance capacity, towards building a responsible, honest, modern, effective, and people-oriented civil service."

The draft document needs to clearly affirm the principle: Decentralization and delegation of power must be linked to resource allocation and effective power control mechanisms. It is impossible to “delegate power without conditions”. When subordinates are given authority, they must be given sufficient budget, human resources and tools to ensure conditions for implementation.

The documents of the 14th Congress need to clearly affirm the thinking and emphasize the policy: Shift from "administrative management" to "public service management", from "assessment based on process and procedure" to "assessment based on results". When civil servants attach responsibility to the results of public service performance, the national administration becomes more dynamic and effective.

The Ministry of Industry and Trade is aiming to upgrade the FTA Index to a criterion for assessing local integration capacity, thereby creating positive pressure to force local leaders to pay attention to investing in human resources, policies and supporting infrastructure.
