Aiming not only to reduce income poverty but also to improve the quality of life and create stable livelihoods.

Promoting the spirit of solidarity, proactiveness and creativity in implementing socio-economic development goals, Van Phu ward, Lao Cai province has been synchronously implementing many solutions in the National Target Program on Sustainable Poverty Reduction by 2025. With the drastic participation of the entire political system, the joint efforts of the community and the efforts of the people, the ward aims to not only reduce income poverty but also improve the quality of life, create stable livelihoods, and contribute to building an increasingly sustainable locality.

Immediately after its establishment, the People's Committee of Van Phu Ward, Lao Cai Province advised the Party Committee to establish a Steering Committee to implement the National Target Programs in Decision No. 98-QD/DU dated July 23, 2025 and assigned specific tasks to members of the Steering Committee.

The Ward People's Committee has established the Management Board of the National Target Program on Sustainable Poverty Reduction in Decision No. 129/QD-UBND; reviewed and grasped the family circumstances of poor and near-poor households in the area, on that basis, developed Plan No. 30/KH-UBND dated August 28, 2025 on implementing sustainable poverty reduction work in 2025 and assigned specific tasks to members of the Management Board to help households escape poverty and near-poverty soon and stabilize their lives.

On October 8, 2025, the Ward People's Committee issued Plan No. 62/KH-UBND on Reviewing poor households, near-poor households and identifying agricultural, forestry and fishery households with average living standards, and low-income workers in Van Phu Ward in 2025.

With the attention, leadership and direction of the Provincial Party Committee; People's Council and People's Committee, the effective support of the provincial departments, branches, sectors and organizations, together with the efforts of the Party Committee, Government and People in the area, the implementation of the National Target Program on Sustainable Poverty Reduction has achieved many positive results such as the material and spiritual life of the people has been constantly improved; the rate of poor households in the area has decreased to 0.48%, near-poor households have decreased to 0.65%.

This result shows the efforts of the Party Committee, government and people of Van Phu ward in synchronously and effectively implementing sustainable poverty reduction solutions, contributing to improving the material and spiritual life of the people and promoting local socio -economic development.

The Ward People's Committee has directed the Management Board of the National Target Program on Sustainable Poverty Reduction to speed up the progress of effective implementation of sustainable poverty reduction work; directly visit, encourage and learn about the needs as well as orient solutions to help each poor household in the ward.

In order to carry out poverty reduction work synchronously, practically and effectively, the Ward People's Committee has coordinated with the Ward Vietnam Fatherland Front Committee to mobilize, socialize, and arrange funding sources to support to ensure stable life and sustainable poverty reduction for households applying for recognition of poverty reduction in 2025 in the ward.

Along with perfecting the leadership apparatus, Van Phu ward pays special attention to propaganda and dissemination of policies and guidelines on sustainable poverty reduction to each residential area, such as propagating preferential policies for poor households such as: credit loan support, health care and education support policies, electricity bill support, etc.

Through various and flexible forms of propaganda deployed through loudspeaker systems, neighborhood meetings, conferences, and meetings, people can clearly understand the goals, meanings, and benefits of participating in the program. Thanks to that, people's awareness is raised, creating consensus and spreading the spirit of proactively rising up to escape poverty throughout the community.

Along with promoting propaganda work, the leaders of the Ward People's Committee and members of the Management Board directly visited 33/34 poor households to inquire, learn about their needs and at the same time orient support solutions for each poor household.

As of October 21, 2025, the Ward People's Committee has received 23 applications for voluntary poverty reduction and 02 applications for voluntary poverty reduction. Up to now, 23/34 households have registered to voluntarily escape poverty. It is expected that by the end of the year, the poverty rate will decrease to 0.14%, exceeding the planned target (the plan is to reduce 19 households to 15 households, equivalent to 0.21%).

Mr. Bui Ngoc Giang, Vice Chairman of Van Phu Ward People's Committee, said: Promoting the achieved results, in the coming time, Van Phu Ward will continue to focus on implementing key tasks and solutions to maintain and improve the effectiveness of sustainable poverty reduction work, aiming at the goal of leaving no one behind in the specific development process such as: Continuing to implement the 2025 Poverty Reduction Plan; Synchronously, promptly and effectively implementing sustainable poverty reduction solutions in the ward, in order to help and support in a timely and appropriate manner, helping the poor to escape poverty, ensuring social security in the ward; Continuing to propagate, mobilize and effectively promote the campaign "Join hands for the poor - Leave no one behind". Improve life, increase the best access to basic social services (health, education, housing, information); mobilize and clearly identify the addresses of socialized resources to support poor and near-poor households in the area.

The People's Committee of Van Phu Ward assigned departments, offices, and agencies to coordinate with the Ward Fatherland Front Committee to propagate, mobilize, support, and help poor and near-poor households in 2025, especially households that have submitted applications to voluntarily escape poverty.

The Economic, Infrastructure and Urban Affairs Department shall advise the Ward People's Committee to issue a Decision to establish a Steering Committee to review poor and near-poor households and identify agricultural, forestry and fishery households with average living standards and low-income workers in Van Phu Ward in 2025.

At the same time, coordinate with agencies and units of the ward to supplement and complete the plan to organize a conference to award funds and livelihood models to support poor households with applications to voluntarily escape poverty before October 31, 2025.

It can be affirmed that the results achieved in implementing the National Target Program on Sustainable Poverty Reduction in 2025 have affirmed the determination and efforts of the Party Committee, government and people of Van Phu ward in poverty reduction and social security work.

In the coming time, the ward will continue to promote the spirit of solidarity, proactiveness, creativity, synchronously implement solutions to support livelihoods, increase income, improve the quality of life for people, contributing to building Van Phu ward to develop comprehensively, civilized and sustainably.
