National Assembly delegates of Ca Mau province proposed many specific contents in discussing draft laws.

On the afternoon of November 3, continuing the working program of the 10th Session of the 15th National Assembly, National Assembly deputies of the National Assembly Delegation of Ca Mau province participated in the discussion at Group 8 on the Draft Law amending and supplementing a number of articles of the Law on Statistics; Draft Law amending and supplementing a number of articles of the Law on Prices and Draft Law on E-commerce (amended).

Delegate Le Thi Ngoc Linh spoke to contribute ideas on the Draft Law on Statistics and Law on Prices.

Delegate Le Thi Ngoc Linh: Need to synchronize statistical management and be consistent with the reality of price stabilization

Speaking at the discussion, delegate Le Thi Ngoc Linh, Provincial Party Committee member, Vice Chairwoman of the Vietnam Fatherland Front Committee of Ca Mau province, Chairwoman of the Provincial Women's Union, Member of the National Assembly's Committee on Culture and Society, said that amending the Law on Statistics is necessary to meet the requirements of management, digital transformation and streamlining the administrative apparatus.

Delegate Le Thi Ngoc Linh suggested that the drafting agency should have more specific regulations on the type of mandatory statistical reports, frequency, form and responsible focal point, to avoid overlap and ensure feasibility.

Regarding the right of individuals to information to be investigated and statistically investigated, delegates proposed adding regulations to unify with the Law on Personal Data Protection and the Law on Network Information Security, helping to improve security and create people's trust.

Regarding the Draft Law on amending and supplementing a number of articles of the Law on Prices, delegate Le Thi Ngoc Linh agreed with the provision assigning price stabilization authority to the People's Committees at the commune level. However, it is necessary to carefully assess the resources and implementation capacity at the grassroots level; at the same time, it is proposed to assign the Provincial People's Committee to prescribe the price framework and the People's Committees at the commune level to prescribe specific price levels, ensuring flexibility and suitability to the actual conditions of each locality.

Delegate Nguyen Duy Thanh: It is necessary to make price data transparent and ensure fairness in market management.

Speaking about the Draft Law amending and supplementing a number of articles of the Law on Prices, delegate Nguyen Duy Thanh, Vice Chairman of the Ca Mau Province Business Association, member of the National Assembly's Economic and Financial Committee, emphasized the need to harmonize the interests of the State, businesses and consumers; at the same time, increase transparency and publicity in the price database.

Delegate Nguyen Duy Thanh pointed out that there is currently no unified national price data system, and the announcement of market prices is slow and inconsistent among localities. Therefore, it is necessary to build a transparent price data sharing mechanism to create conditions for businesses and people to easily access.

Delegate Nguyen Duy Thanh also pointed out the fact that there is no balance in the management of electricity prices and some essential goods, when the selling price increases but the input price of people and businesses does not increase accordingly. Delegate Nguyen Duy Thanh proposed a flexible regulatory mechanism, ensuring fairness and transparency in determining retail prices and input prices among economic sectors.

Delegate Tran Thi Hoa Ry: Transparent public debt management, safe and feasible e-commerce

Speaking at the group, delegate Tran Thi Hoa Ry, Vice Chairwoman of the National Assembly's Ethnic Council , agreed with the necessity of amending and supplementing the Law on Public Debt Management to ensure safety, transparency and efficiency in public financial management.

Delegate Tran Thi Hoa Ry proposed adding the principle of “Public debt management, transparency, based on digital data and modern technology” to ensure timely monitoring and enhance accountability; at the same time, it is necessary to clarify the responsibility of the Ministry of Finance in building a national database system on public debt, connecting between the Central and local levels, contributing to risk prevention and increasing the efficiency of loan use.

Delegate Tran Thi Hoa Ry said that this law amendment is not only a debt control tool but also needs to expand fiscal space, creating room for investment in innovation, digital transformation and human development.

Delegate Tran Thi Hoa Ry supports the policy of decentralizing the issuance of socio-economic development bonds to localities, but notes the need to clearly stipulate interest rate frameworks, debt limits and strict monitoring mechanisms to ensure national financial safety.

Regarding the Draft Law on E-commerce (amended), delegate Tran Thi Hoa Ry agreed with the amendment to promote the digital economy and complete the legal corridor for e-commerce activities. However, it is noted that regulations need to be flexible to avoid causing difficulties for small businesses and startups.

Delegate Tran Thi Hoa Ry proposed classifying management objects according to scale, adding responsibilities to State agencies in guidance, technical support and periodic inspection; at the same time, regulating the principle of "responsibility corresponding to control capacity" for e-commerce platforms.

In addition, it is necessary to clarify the criteria for determining social networks with e-commerce activities, supplement regulations on personal data protection, information security, network security and establish an online dispute resolution mechanism (ODR) to protect consumer rights and enhance social trust in the e-commerce environment.

Delegate Tran Thi Hoa Ry gave comments on the Public Debt Management Law Project and the E-Commerce Law Project.

Contribute to perfecting the legal system closer to reality

The contributions of National Assembly deputies of the Ca Mau Provincial National Assembly Delegation at the discussion session on the afternoon of November 3 demonstrated a spirit of serious and responsible research, contributing practically to the completion of draft laws submitted to the National Assembly, towards a unified, synchronous, feasible legal system that meets the requirements of sustainable national development.
