Chairman of the Provincial People's Committee Pham Anh Tuan: Mobilizing the entire political system to participate in storm prevention and control

The meeting was chaired by comrades: Pham Anh Tuan - Chairman of the Provincial People's Committee; Nguyen Tuan Thanh - Permanent Vice Chairman of the Provincial People's Committee; Duong Mah Tiep - Vice Chairman of the Provincial People's Committee.

Attending the meeting at the Provincial People's Committee bridge were representatives of leaders of departments, branches, units that are members of the Provincial Civil Defense Command and representatives of a number of related units.

According to the report at the meeting, currently, storm Kalmaegi is active in the central Philippines, moving rapidly in the West-Northwest direction at a speed of about 20-25 km/h and is expected to enter the East Sea on November 5. At 7:00 a.m. on November 4, the strongest wind near the storm's center reached level 13 (134-149 km/h), gusting to level 16. It is forecasted that by the morning of November 6, the storm will be located in the middle of the East Sea, about 500 km east-southeast of the coastal areas of the South Central provinces, with the possibility of strengthening to level 14, gusting to level 17. By around November 7, the storm is likely to directly affect the mainland of the provinces from Quang Ngai to Dak Lak .

Due to the impact of the storm, Gia Lai province is at risk of being greatly affected by rain and floods. From November 5-7, the storm's circulation can cause very heavy rain over a large area, concentrated in communes and wards in the eastern part of the province. There is a high risk of major floods on rivers, deep and prolonged flooding in low-lying areas, urban areas, residential areas along rivers and coasts, especially in the areas of Quy Nhon, Tuy Phuoc, Phu Cat, An Nhon, Hoai Nhon, Tay Son, Vinh Thanh. At sea, in coastal areas and offshore, there may be strong winds of level 10-11, gusting to level 13 or higher; high waves, rough seas, threatening the safety of boats, fishery cages and coastal works.

At the meeting, delegates reported on the preparation work to respond to storm No. 13, and proposed solutions to ensure the safety of people's lives and property, as well as the safety of works and infrastructure in the area.

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh requested the Department of Agriculture and Environment to regularly update information on storm No. 13. Gia Lai Newspaper and Gia Lai Radio and Television Station should increase the publication of news and propaganda articles to inform people about the dangers of storm No. 13 when it makes landfall.

The Provincial Military Command and the Provincial Border Guard Command are requested to coordinate with localities to re-count the number of boats and fishermen operating at sea. For boats operating near shore, they need to quickly anchor at ports to ensure safety. For boats operating far from shore, there must be warning signals to guide fishermen to move away from the sea area affected by the storm.

Regarding the harvesting of agricultural and aquatic products raised in cages, the Standing Vice Chairman of the Provincial People's Committee requested localities to propagate and mobilize people, as well as mobilize forces to support people in harvesting to avoid damage. For dams, traffic works, and works under construction in areas at risk of being affected by storms, it is necessary to calculate and come up with solutions to ensure the safety of the works.

The Standing Vice Chairman of the Provincial People's Committee proposed to activate the scenario at the highest level (level 5). Therefore, localities are required to evacuate households to a safe place this afternoon and by 4:00 p.m. on November 5, 2025. At the same time, localities proactively develop scenarios on support forces and means to evacuate people and coordinate with the police and military forces to implement.

Comrade Nguyen Tuan Thanh requested the Department of Finance to inspect and implement support policies for people when they are evacuated and support levels for localities to serve the work of storm and flood prevention. Sectors and localities strictly implement the "4 on-site" motto; review and ensure food and food supply sources. Ensure forces on standby in key areas to ensure the safety of people's lives and property.

Therefore, the entire political system needs to take action to prevent and fight the storm and stop all unnecessary activities to fight the storm. The principle is to not let human casualties occur and minimize property damage; resolutely not let the situation of rescuing people on rooftops happen.

The Chairman of the Provincial People's Committee requested to raise the storm warning level to the highest level; resolutely and proactively prevent and combat storms, even in cases of forced enforcement. If there is damage to people and property due to subjective negligence, the leaders of agencies, units and localities must be responsible to the Chairman of the Provincial People's Committee. Regarding funding for storm prevention and combat, it is necessary to arrange it promptly. Deploying storm prevention and combat in the spirit of "prevention", first of all, it is necessary to identify the affected localities; in which, determine which localities are affected by storms, which localities are affected by storms and floods. The Chairman of the Provincial People's Committee requested the Department of Construction to directly inspect and resolutely handle constructions that do not comply with storm prevention regulations. At the same time, check the bracing of houses and constructions that people are expected to move into when they are evacuated.

The Provincial Border Guard Command is requested to quickly call on boats to come ashore and ensure safe anchorage. The Provincial Police consider plans to ban vehicles from circulating in some areas when the storm makes landfall. The Department of Education and Training is assigned to assess the situation and coordinate with localities to decide on plans for students to stay home from school. The People's Committees of communes, wards, businesses and organizations consider and decide to let officials and employees take time off, except for those on duty to participate in storm prevention.

Prepare rescue forces at the Ministry, the Defense Command and key points; as well as fully prepare means to participate in rescue. Develop plans to ensure electricity and communication safety. Establish forward and regional command centers. In addition, the Chairman of the Provincial People's Committee requested that at least every 2 hours, news about storm No. 13 be updated and broadcast on the media so that people know and understand clearly.

Regarding the work when the storm hits, Chairman of the Provincial People's Committee Pham Anh Tuan suggested setting up a command system in the areas to unify the command and direction work. The areas will proactively deploy when there is an incident in the spirit of speed, timeliness but ensuring safety. Prepare food, provisions, medicine, and relief vehicles during the storm.

After the storm, the Chairman of the Provincial People's Committee requested to focus on cleaning up and sanitizing the environment; preparing food and supplies to support households in difficulty; stabilizing production to bring everything back to normal operation; mobilizing forces to participate in support if major damage occurs./.
