Implementing the campaign "Going to every alley, knocking on every door, guiding each person on digital skills and using digital services" launched by the Department of Science and Technology, localities in the province are actively implementing to make digital transformation faster, more effective, and closer to the people.

Quang Binh Commune Public Administration Service Center promotes digital transformation to serve the people better and better.

In Truong Van commune, immediately after implementing the 2-level local government, in order to ensure convenience, minimize difficulties for people and businesses, and help increase access and use of digital services, the People's Committee of the commune established a technical support and rescue team to guide the operation of the information technology system in handling administrative procedures for people and businesses right at the Commune Public Administration Service Center on all working days of the week, helping people to conveniently handle administrative procedures. Thereby, creating trust and increasing people's satisfaction with the new government.

In order to improve service efficiency and people's satisfaction, especially the disadvantaged, the elderly, and those who have difficulty using technology when carrying out administrative procedures, aiming to build a friendly government for the people, the People's Committee of Quang Binh commune has arranged staff as "digital guides" to be on duty at the citizen reception counter to guide and ensure that people are promptly supported in the process of carrying out online administrative procedures; guide operations, submit documents, make online payments, look up settlement results on the National Public Service Portal; support the creation of VNeID electronic identification accounts; prioritize receiving and processing documents for disadvantaged groups... In addition, the Commune Public Administration Service Center also coordinates with the Commune Police, the Commune Youth Union, the Farmers' Association, the Veterans' Association, the Commune Women's Association to organize classes to guide people on smartphone usage skills, register to submit administrative procedures online, and provide a permanent support phone number; Assign civil servants or volunteers, members of the community digital technology team to go to the homes of disadvantaged people to support them in carrying out administrative procedures...

Mr. Le Hung Son, a civil servant at the Quang Binh Commune Public Administration Service Center, shared: “Since implementing the 2-level local government, the Commune Public Administration Service Center has regularly sent cadres and civil servants to the homes of lonely, disadvantaged people who have difficulty traveling to guide and help people carry out administrative procedures and use popular digital platforms... These are completely new tasks at the commune level and have received recognition from the people. We consider this a driving force to continue to better perform the assigned tasks, thereby spreading the spirit of digital transformation to each person, towards the goal of "Digital Government - Digital Economy - Digital Society for Happy People".

Talking about digital transformation today is not just about technology, infrastructure, or data, but about changes in thinking, management methods, and how people adapt to the digital age. Mr. Tran Duy Binh, Director of the Department of Science and Technology, Deputy Head of the Steering Committee of the Provincial People's Committee on the development of science, technology, innovation, digital transformation and Project 06 of Thanh Hoa province shared at the launching ceremony to respond to the National Digital Transformation Day in Thanh Hoa province: "The campaign "Going to every alley, knocking on every door, guiding each person on digital skills, using digital services" this year is a campaign with practical and far-reaching significance, targeting people in each residential group, each residential area, especially those who do not have access to digital technology. The campaign not only propagates but also directly guides people on how to use smart devices, popular digital platforms such as: Using online public services; online shopping associated with personal data protection; safe and convenient online payment; protecting yourself in cyberspace; electronic identification (VNeID), registering for online medical examination and treatment... Thereby, contributing to the successful implementation Project 06 of the Government and improving digital capacity for people, so that each person becomes a proactive, confident digital citizen, quickly adapting to the development trends of the times".

The campaign "Going to every alley, knocking on every door, guiding every citizen on digital skills, using digital services" was simultaneously deployed not only to help popularize digital knowledge and digital services to the people, so that each citizen no longer stops at being a "beneficiary", but becomes a "digital society creator", each cadre and civil servant becomes a "digital ambassador" so that the digital transformation process really goes into depth, bringing practical value.
