Phase 2026 – 2030: Can Tho promotes the development of grassroots information in the new poverty reduction program

After more than three years of implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, Can Tho city has achieved many important results, especially in "information poverty reduction".

Entering the 2026-2030 period, the city is determined to continue promoting the achievements that have been made, while focusing on modernizing the grassroots information system, ensuring that all people - even in remote areas - have the opportunity to access information quickly, accurately and comprehensively.

According to the Department of Culture, Sports and Tourism of Can Tho City, the orientation for the next period is built on the basis of Decree No. 49/2024/ND-CP dated May 10, 2024 of the Government regulating grassroots information activities. The focus is on developing infrastructure, platforms and modern technical equipment for grassroots broadcasting and communication systems; at the same time, promoting the application of digital technology to improve propaganda effectiveness, creating conditions for people to access essential information on policies, economics , society, health, education, employment and poverty reduction.

One of the notable points in the city's proposal is to expand the beneficiary area. According to current regulations, only communes in extremely difficult areas are eligible for investment and support. However, in reality, many communes have met the new rural standards but there are still hamlets and residential areas with difficult conditions, and the broadcasting system is degraded, no longer meeting the information and propaganda requirements. Therefore, the city proposed that the Central Government allow the expansion of the beneficiary area, ensuring information coverage to every hamlet, village, and residential area, contributing to narrowing the information gap between regions.

In addition, raising the investment level is also an important content proposed by the locality. Currently, the maximum support level for establishing a new commune radio station is 300 million VND/commune, while the upgrade level is only 70% of the above level. With the increasing cost of equipment, materials and labor costs, this investment level is not enough to ensure the quality of grassroots communication. Can Tho recommends that central ministries and branches consider adjusting the investment level to be more suitable to reality, creating conditions for localities to complete information infrastructure, especially in remote communes.

Along with technical investment, the city also pays special attention to improving the capacity of the team working on grassroots information. In the period of 2026 - 2030, Can Tho proposes to regularly organize training courses, professional development, propaganda skills, equipment operation techniques, and digital technology application skills for radio staff and employees. Building a professional team with technical and content knowledge will contribute significantly to bringing information to people in a more attractive, understandable and effective way.

The Department of Culture, Sports and Tourism also determined that, along with perfecting the broadcasting system, it is necessary to develop more modern information channels such as electronic information portals, local social networks, mobile applications for policy propaganda, etc. The harmonious combination of traditional media and digital technology will help expand the target audience, especially young people, migrant workers and vulnerable groups.

In general, the implementation process in the 2021-2025 period has created an important foundation for Can Tho city to enter a new phase. The grassroots information system has been gradually modernized, contributing to raising public awareness and strengthening people's trust in the policies of the Party and the State. People in remote areas and ethnic minorities have had the opportunity to access information, learn production models, apply science and technology, thereby confidently rising up to escape poverty sustainably.

With the spirit of being proactive, creative and closely following the direction of the Central Government, Can Tho city sets a goal that in the period of 2026 - 2030, information poverty reduction work will be implemented in a modern - comprehensive - effective direction, contributing significantly to the goal of multidimensional poverty reduction and sustainable development of the city in the new period.
