Promoting scientific and technological research to serve environmental protection and sustainable development of marine economy " in the period 2025-2030.

The plan aims to concretize Vietnam's voluntary commitment at the Third United Nations Ocean Conference (UNOC-3) on June 12, 2025 into practical and measurable scientific and technological tasks, while enhancing technology transfer and international cooperation, in accordance with the functions, tasks, conditions and practical situation of the Ministry to protect the environment and develop the marine economy. The plan sets out three key groups of tasks.

Firstly, developing marine science and technology as a foundation for acquiring and mastering advanced technology. Accordingly, focusing on basic and applied research on ecosystems, marine biology, natural disasters (storms, tsunamis, earthquakes); applying modern technologies such as artificial intelligence (AI), big data, Internet of Things (IoT) in monitoring, resource recovery, marine environmental protection and climate change response;

Research and develop green technology, renewable energy to serve the marine economy, pollution control and treatment technology; at the same time support businesses to innovate in exploitation, aquaculture, and marine services in a green and sustainable direction.

Second, promote and improve the effectiveness of international cooperation, strengthen cooperation with strategic partners; integrate marine research goals into bilateral and multilateral mechanisms with partners such as Japan, Korea, ASEAN, UNESCO/IOC, EU, etc.

Promote science diplomacy, enhance Vietnam's position in global ocean initiatives. Promote the role of the Vietnam Intergovernmental Oceanographic Commission (IOC VN) in improving understanding and cooperation in ocean research, reducing disaster risks, and responding to climate change.

Third, improve the quality of human resources and promote digital transformation in marine science and technology; develop a team of scientists, especially young scientists, through funding and support programs of the National Science and Technology Development Fund;

Training and fostering digital human resources for marine science: organizing training courses on data science, digital technology, and artificial intelligence applied in marine research; supporting interdisciplinary research groups connecting research institutes and universities.

The implementation of the Plan is expected to contribute to improving the capacity of research and application of technology to protect the marine environment, affirming Vietnam's proactive and responsible role in implementing international commitments on sustainable development of the marine economy.
