At the 3rd United Nations Ocean Conference (UNOC-3) held on June 12, 2025, Vietnam made a Voluntary Commitment to "Promote scientific and technological research to serve environmental protection and sustainable development of the marine economy ".
To realize this commitment, the Ministry of Science and Technology (MOST) has issued an Implementation Plan for the 2025-2030 period, a strategic step to make science and technology a key driving force for developing the blue marine economy and protecting sea and island sovereignty.
Concretize Vietnam's Voluntary Commitment at the UNOC-3 Conference into practical and measurable scientific and technological tasks, while enhancing technology transfer and international cooperation, in accordance with the functions, tasks, conditions and practical situation of the Ministry of Science and Technology.
The implementation plan must closely follow the Party's orientation and viewpoints, especially the Strategy on sustainable development of the marine economy to 2030, with a vision to 2045.
The identified tasks must have focus, key points, and implementation roadmap to ensure feasibility and suitability with the actual conditions and situation in the organization and operation of units under the Ministry of Science and Technology.

Promoting the application of marine science and technology in environmental protection, monitoring marine biological resources...
Accordingly, the key tasks are:
Developing marine science and technology as the foundation for acquiring and mastering advanced technology
Basic and applied research on marine ecosystems, marine biology, natural disasters (storms, tsunamis, earthquakes).
Applying advanced and breakthrough technologies (such as AI, big data, IoT) to support the work of restoring, regenerating, monitoring and protecting marine and island resources and environment, monitoring and warning of natural disasters and climate change.
Research and develop green technology and renewable energy to serve the marine economy; technology to control and treat marine pollution (plastic waste, waste sources from land and seaports).
Support businesses to innovate in the fields of exploitation, aquaculture, and marine services in a green and sustainable direction.
Promote and enhance the effectiveness of international cooperation
Strengthen cooperation with strategic partners, integrate marine research goals into bilateral and multilateral mechanisms (Japan, Korea, ASEAN, UNESCO/IOC, EU...).
Promote science diplomacy, enhance Vietnam's position and voice in global initiatives on the ocean.
Promote the role of the Intergovernmental Oceanographic Commission of Vietnam (IOC VN) in improving understanding and cooperation in ocean research, reducing disaster risks, and responding to climate change.
Improving the quality of human resources and enhancing digital transformation in the field of marine science and technology
Developing a team of scientists, especially young scientists, through funding and support programs of the National Foundation for Science and Technology Development.
Training and fostering digital human resources for marine science: organizing training courses specializing in data science, digital technology and artificial intelligence (AI) applied in marine research.
Support interdisciplinary research groups on AI and marine data, connecting research institutes and universities.

Science and technology are direct factors promoting sustainable development of the marine economy.
Main solutions:
Organize the review and implementation of the Implementation Plan at units, include the implementation contents in the annual program and plan to direct, organize implementation, ensure quality and cover all areas according to functions and tasks, in which, it is necessary to clearly identify the key areas.
Detailed task appendices are issued with the Plan, clearly assigning tasks to each presiding and coordinating unit.
Based on the contents and tasks in the Implementation Plan and the appendix attached to the Plan, based on the assigned functions and tasks, the Heads of units under the Ministry of Science and Technology specify the goals and tasks in the annual work plan of the unit; direct the organization, implementation, inspection and supervision of implementation.
This implementation plan is not only an action of the science and technology sector, but also a strong commitment of Vietnam to the international community on its responsibility to the ocean, the source of life of the planet. "Science and technology pave the way - Blue ocean economy takes off".
With proper investment in science and technology, Vietnam will master advanced marine technologies, enhance endogenous strength in research and innovation, better protect the marine environment, reduce pollution, respond to climate change and contribute to maintaining national sovereignty.
The plan to implement Vietnam's Voluntary Commitment "Promoting scientific and technological research to serve environmental protection and sustainable development of the marine economy" is a strategic, comprehensive and long-term visionary step. This is the key to opening a new era where science, technology and people join hands to protect the blue ocean and develop a sustainable marine economy.
