Ministry of Science and Technology announced the abolition of internal administrative procedures that are no longer appropriate.

On October 30, 2025, the Minister of Science and Technology (MOST) signed and issued Decision No. 3409/QD-BKHCN on promulgating abolished internal administrative procedures (TTHC) within the scope of management functions of the Ministry.

Deputy Minister of Science and Technology Bui Hoang Phuong inspected the centralized one-stop department of the Ministry of Science and Technology at the Department of Innovation building, No. 113 Tran Duy Hung.

The above Decision was issued on the basis of reviewing and updating according to new legal regulations, aiming to continue simplifying and streamlining the work processing process within state administrative agencies under the state management functions of the Ministry of Science and Technology, affirming the determination to promote administrative reform, ensuring that the Ministry's internal administrative procedure system is always consistent with management practices, complies with legal regulations and aims to better serve the direction and administration activities of the Government and the Prime Minister .

According to the Decision, the Ministry of Science and Technology officially abolished 11 internal administrative procedures between state administrative agencies (group A) and 27 internal administrative procedures within the Ministry (group B) announced in Decision No. 754/QD-BKHCN dated April 29, 2025 on the announcement of the List of standardized internal administrative procedures under the management scope of the Ministry of Science and Technology.

Internal administrative procedures are abolished because they are no longer consistent with current legal regulations or have had their state management functions and tasks transferred to other ministries and branches according to the provisions of newly promulgated Laws, such as the 2024 Data Law, the 2025 Digital Technology Industry Law, the 2025 Law on Cadres and Civil Servants, and the 2025 Law on Science , Technology and Innovation.

In addition, procedures related to the appraisal of concentrated information technology zones and the special appointment of higher scientific and technological positions have been abolished because they have been replaced by new processes and criteria stipulated in the Law on Digital Technology Industry 2025 and Decree No. 263/2025/ND-CP of the Government.

For group B, internal administrative procedures of the Ministry, the Decision abolished 27 procedures that are no longer appropriate. Most of these are work processing procedures that have been converted to be performed in the electronic environment and are no longer considered internal administrative procedures according to the new regulations. Specifically, procedures such as processing incoming documents, outgoing documents, confidential documents, collecting and exploiting archival documents, etc. have been standardized, digitized and automated according to the provisions of Decree No. 30/2020/ND-CP on document work and instructions of the Ministry of Home Affairs and the Ministry of Justice.

Reducing and simplifying internal administrative procedures helps reduce intermediary levels, shorten work processing time, and increase transparency and operational efficiency. At the same time, specialized tasks are transferred to be processed entirely in the electronic environment, contributing to promoting digital government and digital administration in the entire science and technology sector.

The detailed list of abolished internal administrative procedures attached to this Decision is publicly posted on the Electronic Information Portal of the Ministry of Science and Technology for relevant agencies, units and individuals to look up and implement./.
