At the meeting, the Department of Finance said that the disbursement of public investment capital has recently had positive changes. By November 3, the whole province had disbursed more than VND 5,654 billion, reaching 46.1% of the plan, an increase of VND 962.6 billion compared to the 6th meeting. Some projects in the fields of transport and agriculture achieved relatively good results thanks to timely removal of obstacles in site clearance, proactive selection of contractors and speeding up construction progress.
Representatives of project management boards said that the progress of disbursement of public investment capital is still slow, some projects are facing difficulties in site clearance; compensation prices are not unified; some households have not agreed; material costs are fluctuating; unfavorable weather affects construction. Many administrative documents and procedures are still slow to be completed; project adjustments require additional documents many times; the capacity of some contractors does not meet requirements, leading to slow construction and poor quality.
Departments and branches have discussed and proposed key solutions such as: Strengthening the responsibility of leaders, linking disbursement results with emulation assessment; shortening procedural processes, speeding up appraisal, adjusting investment policies, designing estimates; focusing on removing difficulties in land, site clearance, and resettlement arrangements; resolutely replacing weak contractors, strictly handling cases that cause delays; proactively transferring capital from slow-disbursing projects to projects with good disbursement capacity, ensuring effective use of capital.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Lam Van Bi assessed that the progress of disbursement of public investment capital has improved but is still slow, with many long-standing problems that have not been completely resolved.
To achieve the set goals, Vice Chairman of the Provincial People's Committee Lam Van Bi requested departments and branches to review the entire list of projects, clarify the reasons for slow disbursement and propose specific solutions, not to delay due to subjective reasons. The Department of Agriculture and Environment was assigned to coordinate with relevant units to speed up land procedures, compensation, site clearance, and strictly handle delayed cases. The Department of Finance was assigned to complete procedures, allocate and transfer capital appropriately, prioritizing projects with good disbursement capacity.
Vice Chairman of the Provincial People's Committee Lam Van Bi requested project management boards and investors to identify disbursement as a key task; proactively carry out construction, ensuring progress and quality; at the same time, review projects that have not yet selected contractors; resolutely replace weak contractors; and support to remove difficulties for construction units.
Vice Chairman of the Provincial People's Committee Lam Van Bi emphasized that units must closely follow the scene, deploy with a spirit of urgency and determination, and strive to disburse 100% of the capital plan for 2025.
