"75-day peak period to promote and complete disbursement of public investment capital plan for 2025"

The city aims to disburse 100% of the plan assigned by the Prime Minister, and over 95% of the capital plan assigned by the city, creating momentum to promote the capital's economic growth.

Accordingly, the city requested to speed up the implementation, acceptance, payment and disbursement of the 2025 public investment plan at the city, commune and ward levels; focusing on solving bottlenecks, especially site clearance.

Strive to achieve 65% of the plan by November 30, 2025; achieve over 80% of the public investment disbursement plan by December 31, 2025, and complete the plan by January 31, 2026.

The City People's Committee requested to develop a progress and disbursement plan for each project in the last months of 2025 in conjunction with the implementation of the "75-day peak period to promote and complete the disbursement of the 2025 public investment capital plan".

Conduct weekly internal meetings to review the implementation of the plan committed to the city; resolutely direct, operate and implement measures to speed up project progress.

Resolve difficulties and problems arising from each project and promptly report to the city on matters beyond authority in the spirit of "where there are problems, resolve them immediately"; "at which level, that level is responsible", do not push or avoid.

Every Friday, the Department of Finance shall periodically compile and promptly report on the disbursement situation of the units, the disbursement results compared to the city's planned targets and the disbursement commitments of the units; and publicly disclose the results on the Department of Finance's electronic information page.

In recent times, all levels and sectors have made great efforts to implement the public investment plan. The city has started construction of major bridge projects such as Van Phuc, Ngoc Hoi, Thuong Cat bridges and the Ring Road 4 expressway system under the PPP project component; accelerated site clearance for national infrastructure projects such as the North-South high-speed railway, Lao Cai - Hanoi - Hai Phong railway; and the road connecting Gia Binh airport with Hanoi capital.

Accumulated disbursement of public investment capital in the whole city by October 30, 2025 reached 47,394 billion VND, equal to 54% of the plan assigned by the Prime Minister (87,693.46 billion VND) and 44% of the plan assigned by the city (107,698 billion VND).

The current disbursement rate has not met expectations, lower than the national average. The pressure to complete the disbursement target of 100% of the plan in the last months of the year is very large with the remaining capital volume of up to 60,304 billion VND.
