Overview of the National Assembly session on the morning of October 28, 2025
Participating in the discussion, delegate Chu Thi Hong Thai, the National Assembly Delegation of the province, highly agreed with the content of the thematic supervision report of the National Assembly.

Delegate Chu Thi Hong Thai, National Assembly Delegation of the province, spoke at the meeting hall.
Delegates clarified a number of limitations and issues that need attention in the implementation of current policies and laws on environmental protection, such as: the complicated situation of environmental pollution; the implementation of waste classification at source, although there have been regulations since 2022, has not been implemented in many places due to lack of infrastructure; State environmental management capacity at the commune level is still limited.
In recent times, natural disasters in our country have become increasingly extreme and unusual, causing serious consequences in many areas. Storms, heavy rains, flash floods, landslides, droughts and saltwater intrusion have caused serious damage to people and property, directly affecting people's lives and livelihoods...
Based on the above reality, the delegates recommended that the monitoring delegation study and include in the draft resolution of the National Assembly on the results of thematic monitoring of the implementation of policies and laws on environmental protection solutions to continue comprehensively innovating the management of domestic solid waste, ensuring consistency from classification, collection to treatment. The Government and localities need to review and adjust the planning of inter-regional solid waste treatment areas, prioritize the application of modern, environmentally friendly technology, and gradually reduce the rate of direct burial. At the same time, promote decentralization and delegation of power to the commune level in the environmental field; review and arrange specialized environmental officers at the commune level; increase investment in facilities, equipment and financial resources for monitoring and handling environmental violations at the commune level; promote the role of the Vietnam Fatherland Front and socio- political organizations in monitoring, criticizing, and propagating to raise people's awareness of environmental protection at the grassroots level.
Delegates proposed that the Government direct the integration of climate change response and natural disaster prevention into socio -economic development planning and land use planning of localities; it is necessary to invest in monitoring systems, early warning of natural disasters, landslides, saltwater intrusion, improve forecasting capacity and risk communication to the community; at the same time, focus on planting, protecting and restoring upstream forests and coastal protection forests; promote research and replication of circular agriculture models, agriculture adapting to climate change, saving resources, reducing greenhouse gas emissions.
The delegate emphasized that environmental protection is not only the task of the agricultural and environmental sectors, but also the common responsibility of the whole society, in which each level of government, each organization, enterprise and citizen has a clear role, rights and obligations; investing in environmental protection is investing in the sustainable development of the country, ensuring a safe and healthy living environment for the present and future generations.
