The Ministry of Culture, Sports and Tourism guides the implementation of support for businesses to participate in developing new digital applications and services under the PPP form.

Deputy Minister of Culture, Sports and Tourism Phan Tam has just signed Decision No. 4229/QD-BVHTTDL promulgating the Plan to guide the implementation of supporting businesses to participate in developing new digital applications and services of the Ministry of Culture, Sports and Tourism in the form of public-private partnership (PPP).

This plan applies to PPP projects of the Ministry of Culture, Sports and Tourism in the fields specified in Article 2 of Decree No. 180/2025/ND-CP, including: High technology, strategic technology and infrastructure for culture, sports and tourism, innovation. Digital infrastructure, shared digital platforms. Training activities and infrastructure serving the training of digital technology human resources and digital technology industry. Other suitable types of technology, products and services.

The subjects of application are ministries, central and local agencies, public service units, educational institutions, organizations, individuals, domestic and foreign enterprises participating in or related to public-private partnership activities with the Ministry of Culture, Sports and Tourism in the fields of cultural development, sports and tourism, innovation and digital transformation.

The objective of the Plan is to provide detailed guidance on the preparation, appraisal and approval of feasibility study reports for PPP projects in the fields of culture, sports and tourism and digital transformation of the Ministry of Culture, Sports and Tourism; criteria for determining projects that are eligible for investor appointment; risk acceptance mechanism in research; methods of profit sharing and intellectual property rights. At the same time, simplify project implementation procedures, publicize processes and criteria for enterprises to be ordered or funded by the State to carry out research tasks in PPP projects on science and technology, innovation and digital transformation.

At the same time, develop and issue detailed guidance documents under the authority of the Ministry of Culture, Sports and Tourism to clarify the processes, procedures and criteria for PPP projects in the assigned management areas; Answer enterprises' questions when implementing according to Decree 180/2025/ND-CP; Build a specialized information page on public-private cooperation related to science and technology, innovation and digital transformation of the Ministry of Culture, Sports and Tourism to provide information, connect and support stakeholders with the main contents including: Detailed information on the process and steps of implementing the Project; Provide a system of legal documents, guidelines and preferential policies of the State; Announce the list of projects calling for PPP investment; Publicize "big problems" on science and technology, innovation and digital transformation of the Ministry of Culture, Sports and Tourism; Provide a database of experts, organizations and specialized digital data so that enterprises can research and connect; Allow businesses to submit complete dossiers through the one-stop mechanism of the Ministry of Culture, Sports and Tourism (online or in person); Provide other necessary information and features to help businesses access information and carry out procedures related to PPP projects.

According to the Plan, specialized management units under the Ministry of Culture, Sports and Tourism will carry out tasks to support businesses. Specifically:

Copyright Office: Provides in-depth guidance and advice to units and businesses on copyright and related rights issues in the process of developing, negotiating and implementing PPP contracts. Coordinates with the Departments: Cinema; Performing Arts; Grassroots Culture; Vietnam National Tourism;... to support businesses in developing new digital applications and services in the form of public-private partnerships in developing cultural industrial products. Ensures the legitimate rights and interests of parties in related PPP projects, creating a transparent business environment.

Review and detect copyright infringement; Provide copyright protection consulting support to organizations and individuals at home and abroad; Organize training activities and professional development on copyright, related rights and cultural industry.

Guidance on revenue sharing mechanism from exploitation of copyright and related rights; Ownership of created digital products; Handling of copyright infringements on digital platforms.

Department of Cultural Heritage: Promote the digitalization of cultural heritage, create attractive tourism products associated with digital data on cultural heritage and improve the efficiency of heritage management and conservation using technology. Develop and promulgate technical standards and professional requirements for the implementation of digital data on cultural heritage, ensuring the authenticity and security of information. In-depth assessment of the content, technological solutions and feasibility of PPP projects related to heritage.

Coordinate with museums and affiliated relic management boards to facilitate businesses in conducting field surveys, collecting data and piloting technology. Coordinate in appraising PPP projects related to the preservation and promotion of digital heritage; periodically report on the progress of supporting businesses in this field.

Deploying the development plan of the "National database management platform on cultural heritage" integrating content to support businesses in accessing heritage data, organizing cooperation in research and application of digital data on cultural heritage; Supporting potential PPP projects such as: Project "Digitizing and building a national database on tangible cultural heritage" (creating 3D models, high-quality photos). Project "Smart electronic ticket system and visitor management" for museums and relic complexes.

Department of Performing Arts: Support connecting businesses with public art units to cooperate in developing digital services; support access to performing arts and literature data; support the announcement of a list of key tasks on digital applications in performing arts and literature (e.g., livestream platform, AI to support creativity).

Support the development of archives and dissemination of digital cultural, literary and artistic content. Expand the space for enjoying literature and art, bring high-quality theatrical and literary works to the public via digital platforms and increase revenue for art units and artists. Create conditions for businesses to use theaters and performance centers to organize filming and produce digital content.

Coordinate with the Copyright Office to advise and guide art units, businesses and artists on legal issues related to copyright and related rights in the digital environment.

Department of Cinema: Support businesses in developing digital applications in film production, distribution, and dissemination (e.g., streaming platforms, AI editing tools); announce priority lists for digital cinema technology; coordinate appraisal of projects related to digital copyright; periodically report on the results of connecting and supporting businesses.

Support the promotion of digital film platforms of PPP projects at domestic and international film festivals. Support the development of an online film market for Vietnamese films, preserve and effectively exploit the National Heritage Film Archive. Participate in the evaluation of PPP projects in terms of technical aspects, projection technology, business models and compliance with cinema laws. Support and create mechanisms for businesses to access and exploit the National Film Archive (films ordered by the state for production: feature films, documentaries, animations, classic films...) to disseminate on digital platforms according to cooperation agreements.

Coordinate with the Copyright Office to advise and guide art units and businesses on legal issues related to copyright and related rights in the digital environment.

Department of Fine Arts, Photography and Exhibitions: Coordinate with the Department of Science, Technology, Training and Environment and related units to assess the current status of technology application in the display, storage and dissemination of works at fine arts museums and exhibition centers. Support technology enterprises to connect with the artist community and specialized associations (Vietnam Fine Arts Association, Vietnam Association of Photographic Artists) for cooperation and development. Coordinate closely with the Copyright Office and related units to ensure the legitimate rights of organizations and individuals when participating in digital platforms in the fields of fine arts, photography and exhibitions.

Department of Publishing, Printing and Distribution: Providing data on the publishing industry (circulation figures, readership, etc.), supporting businesses in accessing public publishing data; Directing, encouraging, and coordinating with publishing units in modernizing operations through advanced platforms, promoting the development of the electronic publishing market through electronic publications. Acting as a focal point connecting technology companies with traditional publishers and related units to deploy related content, creating the most optimal efficiency in coordinating the development of new digital applications and services in publishing. Cooperating with the Department of Grassroots Culture, Family and Library in developing reading culture in the digital age.

Department of Grassroots Culture, Family and Library: Coordinate with relevant agencies and units to survey readers' needs to support "Building a National Digital Library Platform and Borrowing/Reading Copyrighted e-books". Coordinate with relevant agencies and units to guide the Digitization of documents, building digital libraries and shared online reading platforms.

Department of Culture of Vietnam's Ethnic Groups: Use digital technology to build a living database of the culture of 54 ethnic groups, create a unique digital experience space at the "Vietnam Ethnic Culture and Tourism Village", and promote tourism and sustainable economic development for ethnic communities through digital products. Act as a trusted bridge between businesses and ethnic communities, support the working process and data collection in localities on the principle of respecting indigenous culture. Coordinate with the Vietnam National Administration of Tourism to integrate digital tourism products on ethnic cultures into general national tourism promotion programs.

Vietnam National Administration of Tourism: Take the lead in building a priority list of digital tourism services; support businesses in accessing the tourism industry database system; organize seminars connecting businesses with the tourism industry. Build and develop a digital platform for Vietnam tourism; apply big data and artificial intelligence (AI) to analyze the market, personalize tourist experiences; build an interconnected electronic ticket system; apply cashless payments. Build and develop a smart tourism ecosystem, improve tourist experiences, optimize management and promote smart and sustainable destinations.

Vietnam Sports Department: Support the promotion of mass sports movements and improve professional sports achievements through the application of digital technology. Encourage projects to develop mobile applications to guide training and organize grassroots sports tournaments. Develop a project "Smart management of sports facilities and structures" (field booking, entrance tickets, operational management). Research guidelines and mechanisms to allow PPP partners to be given priority in using (with or without fees) existing infrastructure such as stadiums, gymnasiums, and national sports training centers to pilot and test new technologies.

Preside over the construction of the Sports Industry Open Data Portal, providing free standardized and anonymized data sets for businesses to exploit, for example: movement statistics, national tournament schedules, categories and locations of facilities, stadiums, training sites... Coordinate with universities and investment funds to implement incubation programs, support startups in the field of digital sports, create a source of quality businesses for future PPP projects.

Preside over and coordinate the organization of the annual "National Sports Technology Forum", creating a connecting space between technology enterprises, investors, national sports federations and associations and state management agencies to introduce, exchange and seek cooperation opportunities. Coordinate with national sports federations and associations to deploy and replicate successful applications.

Department of International Cooperation: Acts as a focal point for foreign information, develops documents introducing the list of PPP projects in foreign languages ​​to send to diplomatic missions, business associations, and international investment funds. Takes the lead in integrating the introduction and demonstration of digital products and services (virtual museums, smart tourism applications, Vietnamese film platforms, etc.) into Vietnamese cultural, sports, and tourism events abroad (Vietnam Culture Week, international tourism fairs ITB, WTM, etc.). Coordinates with Vietnamese representative agencies abroad to organize investment promotion seminars, calling on technology enterprises and foreign investors to participate in the industry's digital transformation PPP projects. Monitors and synthesizes technology trends, business models, and policies for developing the digital cultural industry in the world to report and advise the Ministry's Steering Committee.

Other agencies and units under the Ministry: Based on their functions, proactively participate in appraisal, connection and professional support in specific fields; closely coordinate with the Department of Planning and Finance to ensure consistency, efficiency and progress.

The implementation of the Plan aims to effectively implement the Government's policy on promoting digital transformation and developing the digital economy in sectors and fields managed by the Ministry of Culture, Sports and Tourism. Create a favorable, transparent and attractive legal environment to encourage businesses to invest in the fields of culture, sports and digital tourism under the public-private partnership (PPP) model. Improve the capacity to manage, operate and exploit digital products and services on the basis of applying modern technology. Raise awareness, sense of responsibility and create unity and consensus among Party committees, leaders, cadres, civil servants, public employees and workers in agencies and units under the Ministry, especially the responsibility of heads in leading and directing the implementation of tasks on science and technology development, innovation and digital transformation./.
