Commenting on the draft Law on Amendments and Supplements to a Number of Articles of 15 Laws in the Field of Agriculture and Environment, delegate Ma Thi Thuy, member of the Provincial Party Committee, Deputy Head of the Provincial Delegation of National Assembly Deputies, gave many important opinions to ensure consistency, efficiency and resources for implementation of the laws, with special attention to disadvantaged areas and rural areas.

Regarding amendments and supplements to a number of articles of the Law on Animal Husbandry: According to delegate Ma Thi Thuy, the authority to grant, re-grant, and revoke certificates is currently delegated to the Chairman of the Provincial People's Committee, while the draft Law stipulates that the authority belongs to the Ministry of Agriculture and Environment . Therefore, it is necessary to add transitional provisions on the abolition of other provisions contrary to the new Law to avoid overlap in the legal system. Regarding amendments and supplements to a number of articles of the Law on Veterinary Medicine, the delegate proposed that the law should add mandatory provisions for areas with high risk of epidemics, where livestock accounts for a large proportion. In particular, mountainous and border areas - at least 1 commune-level veterinary officer must be arranged.
Regarding the Forestry Law, delegates proposed to regulate the authority to allocate forests, lease forests, change the purpose of forest use to other purposes, reclaim forests, and temporarily use forests located within the administrative boundaries of many provinces or communes. Thereby, it is to create conditions for agencies and organizations to accurately identify competent agencies, ensure legality, and avoid the situation of pushing back in implementation. Delegates also contributed opinions on many contents of amending and supplementing a number of articles of the Law on Hydrometeorology; Law on Natural Disaster Prevention and Control; Law on Irrigation; Law on Cultivation.

Also contributing to the draft Law, delegate Hoang Ngoc Dinh, member of the Provincial Party Committee, Deputy Commander of the Provincial Military Command, and Commander of the Provincial Border Guard Command, proposed that the National Assembly consider establishing a “Periodic Monitoring and Evaluation Mechanism” for all 15 laws in the field of agriculture and the environment that have been amended, to ensure that new regulations are implemented synchronously and adjusted promptly when there are changes in practice. This mechanism could include the establishment of an inter-sectoral committee, annual reports to the National Assembly, and organizing seminars, collecting opinions from experts, businesses, and farmers to continuously improve the law.
Delegates gave specific comments on a number of provisions of the Forestry Law; Water Resources Law; Biodiversity Law; Environmental Protection Law; and Animal Husbandry Law.

Commenting on the draft Law on Construction (amended), delegate Trang A Duong, full-time member and member of the National Assembly's Ethnic Council, proposed to continue reviewing and fully institutionalizing Resolution No. 66/NQ-TW on innovation in law-making and enforcement; Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration and Resolution 68-NQ/TW on private economic development.
Regarding the basic principles in construction activities, delegates proposed adding the content "Application of science and technology, digital transformation and green materials" to ensure investment efficiency, environmental protection and climate change adaptation.
Regarding the construction of an information system and a national database on construction activities, delegates suggested that the drafting agency study and revise Clauses 1 and 2, Article 14 to ensure the long-term stability of the law.
Regarding the amendment and supplementation of a number of articles of the Law on Environmental Protection, delegates proposed to continue reviewing and ensuring consistency between the provisions of this Law and the Law on Amendment and Supplement of a number of articles of 15 Laws in the field of agriculture and environment (expected to be presented at this Session according to shortened procedures).
