Commenting on the draft Law on Digital Transformation, delegate Au Thi Mai, member of the Provincial Party Committee, Vice Chairman of the Provincial Fatherland Front Committee, Chairman of the Provincial Women's Union, highly agreed with the necessity of promulgating the law. The delegate also said that state policies on digital transformation are stipulated in many articles of the Law and need to be redesigned accordingly. At the same time, she suggested that the draft law focus on priority policies on infrastructure development, land incentives, investment capital, and training of digital transformation human resources for the State and business sectors. Special attention should be paid to difficult areas, borders, islands and ethnic minority areas, to effectively implement the two-level local government model.

Along with that, there are policies to support groups, educational institutions, academies, and schools to implement the "Digital Literacy for All" movement. From there, it will help people grasp basic digital skills in daily life to bring Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation into reality.
Regarding the principles of digital transformation in the political system and digital government, delegates proposed more complete regulations, including digital transformation of the Communist Party of Vietnam , State agencies, the Vietnam Fatherland Front, socio-political organizations, social organizations, public service units, and other organizations.
Regarding the core digital economic development and management policy, it is necessary to have more specific and quantitative regulations on management policies, clearly stating what percentage of the budget the State will guarantee for investment and development and meeting the minimum needs of society to develop the core digital economy to facilitate the organization and implementation process.
Regarding regulations on international cooperation on digital transformation, it is necessary to clearly define the principles of international cooperation in the field of digital transformation to serve as a basis for agencies, organizations and individuals to carry out international cooperation activities on digital transformation with countries and international organizations.

Delegate Vuong Thi Huong, Vice Chairwoman of the People's Committee of Pa Vay Su Commune, suggested that it is necessary to specify priority policies for mountainous, border, island areas, and areas with particularly difficult socio-economic conditions. In particular, priority should be given to budget allocation and mobilizing social resources to invest in digital infrastructure, shared platforms and digital human resource training; encourage businesses through preferential mechanisms to invest in digital infrastructure and develop online public services in these areas.
The delegate also proposed that the Government prescribe a list of fields that are allowed to be implemented in parallel (digitalization and paper records) in the initial phase and develop a transformation roadmap for each phase in the regulations on principles of digital transformation in the political system.
Regarding the Controlled Testing Mechanism (Sandbox), it is recommended that the Government provide detailed regulations for easy implementation, clarifying the list of priority areas (for example: AI, open data); licensing authority, time limit, assessment criteria; responsibilities, rights and obligations of participating organizations, etc.
Commenting on the draft Law amending and supplementing a number of articles of the Law on High Technology, delegate Hoang Ngoc Dinh, member of the Provincial Party Committee, Deputy Commander of the Provincial Military Command, and Commander of the Provincial Border Guard Command, proposed amending the concept of High Technology by adding the phrase "breakthrough and innovative"; adding the concept of "Strategic technology"; amending Article 5 and related Articles (Articles 18 and 19) to add "strategic technology" to the lists and names of articles; studying and supplementing articles and clauses regulating the promotion of research, development and application of High Technology.
Regarding the draft Law on Technology Transfer, delegate Hoang Ngoc Dinh proposed adding 1 clause to Article 55 of the current Law on Technology Transfer to stipulate the responsibility of the Ministry of National Defense in the direction of: Assigning the Ministry of National Defense to be responsible for managing technology transfer activities under its management, to suit the characteristics of national defense and military, in accordance with the promulgated Laws, creating a legal corridor for the Ministry of National Defense to control and promote the export of defense industry products/services, while protecting state secrets and national interests.
