
Delegate Bui Hoai Son (Hanoi Delegation) said that the Government's submission of the Draft Law on Digital Transformation - a new law of strategic significance, aims to concretize the Party's policies, especially Resolution No. 57-NQ/TW on the development and application of science, technology, innovation and national digital transformation. This is a step to institutionalize the viewpoint of "taking people and businesses as the center of digital transformation", while creating a synchronous legal corridor for the process of building a digital government, digital economy , digital society and digital culture.
According to Mr. Son, the draft has linked digital transformation with green transformation, sustainable development, cyber security, digital human resources, and international integration, clearly reflecting an interdisciplinary and cross-sectoral vision. The law was submitted in a shortened order but still ensured quality, consistency, and high feasibility in practice.
About Developing digital culture , Mr. Son assessed This is a particularly meaningful provision. For the first time, digital culture is regulated in a technology law, demonstrating full awareness of the role of culture in the national digital transformation process.
“ It is necessary to emphasize the role of the State in leading, standardizing and protecting national cultural identity in the digital environment. Supplementing the public-private partnership (PPP) mechanism in building digital cultural platforms and infrastructure. The State should encourage technology and creative enterprises to invest in cultural data warehouses, shared digital platforms, and heritage interactive applications, in order to turn heritage into a development resource, not just an object of preservation. Incorporating “digital cultural education ” into the content of digital human resource training, aiming to form digital citizens with culture, responsibility, aesthetic capacity and ethics in cyberspace ,” Mr. Son emphasized and said that it is necessary to clarify the responsibilities between the Ministry of Culture, Sports and Tourism and the Ministry of Science and Technology in implementing digital culture. Ministry of Science study and Labour turmeric play the role of creating institutions and infrastructure; Ministry of Culture Sports and Tourism must be the focal point for content, value management and creative orientation of national digital culture.
Regarding investment and financial mechanisms for digital transformation, Mr. Paint for that if regulations on public investment, bidding, and budget are rigidly applied, it will not be able to keep up with technological innovation. Therefore, it is necessary to open a special mechanism on flexible investment, technology procurement, and digital service rental, similar to the mechanism being piloted in Resolution 193/2025/QH15 on scientific, technological breakthroughs and innovation. Regarding consistency with the law and feasibility, the Draft has closely followed international treaties, but it is necessary to review the compatibility with upcoming conventions such as the ITA2 Agreement, the United Nations Convention against Cybercrime, and the UNCITRAL Convention on Electronic Transactions to be proactive in integration and ensure digital sovereignty.
Mr. Son agree with the National Assembly's consideration and approval of this Law in a shortened order, considering this an important institutional breakthrough after the laws on data and digital technology. However, it is recommended that the Drafting Committee absorb and deepen Article 33 on digital culture, considering it the soul of Vietnam's digital transformation because only when Vietnamese people are nurtured by digital culture, can we truly master technology and master the future.
