On the afternoon of November 6, Foreign Minister Le Hoai Trung presented to the National Assembly Standing Committee a draft Resolution on a number of specific mechanisms and policies to improve the effectiveness of international integration.
The Government has outlined three major policy groups in the draft resolution, including mechanisms and policies to support those working in foreign affairs and international integration.
The draft resolution stipulates that people working in foreign affairs and international integration are regularly supported with 100% of their salary according to the current coefficient (excluding allowances). This support is paid at the same time as the salary, is not used as a basis for calculating social insurance contributions and is exempt from personal income tax.

In case an official is eligible for multiple monthly support policies with the same purpose, the draft resolution states that he or she will only be entitled to the highest policy until the State issues a new salary regime.
Along with that, the draft resolution clearly states the mechanism and policies to mobilize experts, scientists , and people proficient in rare foreign languages to serve foreign affairs work in the direction of "having a training and professional development regime and enjoying 300% of the salary according to the current salary coefficient (excluding allowances) when being accepted into civil servants and public employees".
This level is similar to the regime for Vietnamese experts, managers, business administrators, and leading scientists when they are accepted into civil service and public employees.
According to Minister Le Hoai Trung, the draft resolution also stipulates that civil servants and public employees who are sent to work at international organizations will be given priority for consideration and promotion when they return to work at their agencies, organizations, and units.
The budget for implementing the resolution includes the State budget and other legally mobilized funding sources according to the provisions of law.
The Government calculates the annual impact of the resolution's implementation to be about VND990 billion, including monthly support for the force doing regular foreign affairs and international integration work of about VND323 billion; training and fostering costs for officials doing this work of about VND667 billion.

Examining this content, Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said that the Standing Committee of the Committee agreed with the necessity of issuing a resolution.
Regarding the regime and policies for people working in foreign affairs and international cooperation regularly in the draft resolution, there are opinions in the review agency that the support must be consistent with the policies applied to civil servants and public employees in other fields in the political system.
The review agency proposed to fully review and assess the impact of specific policies stipulated in the draft resolution on the State budget.
Concluding this content, Vice Chairman of the National Assembly Tran Quang Phuong said that the National Assembly Standing Committee proposed to only stipulate policies under the authority of the National Assembly in the resolution.
In addition, the National Assembly Standing Committee proposed reviewing the regimes and policies for those working in foreign affairs and international cooperation.
The draft Resolution on a number of specific mechanisms and policies to improve the effectiveness of international integration will be submitted to the National Assembly for comments at the 10th session.
