Chaired by National Assembly Chairman Tran Thanh Man , this evening (November 5), the National Assembly Standing Committee held its 51st session to give opinions on the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.
The National Assembly Standing Committee believes that reviewing land reclamation cases to suit practical requirements, remove bottlenecks, and unblock resources is necessary, but it is necessary to strictly comply with legal regulations. Land reclamation must meet the requirements of real necessity for the purposes of national defense, security, socio -economic development, national and public interests and must be carried out publicly and transparently.

There are opinions suggesting that it is necessary to consider adding cases of land recovery, ensuring the provisions of the Constitution, avoiding affecting people's rights; noting that it should not be applied widely before impact assessment, it is possible to report to competent authorities to allow the application of a pilot mechanism for a number of cases proposed by the Government, as a basis for comprehensive amendments to the Land Law.
National Assembly Chairman Tran Thanh Man noted that this amendment only focuses on a number of urgent and necessary issues to promptly remove obstacles, and requested to closely follow the Party's viewpoints and policies, and the direction and conclusions of General Secretary To Lam at the recent working session with the Government Party Committee Standing Committee.
"We do not have the ambition that this resolution will replace the amendment of the Law, but we will promptly resolve the bottlenecks. It can be said that when this resolution is issued, we can implement it for businesses and people in the direction and management of the Government and two-level authorities. As for the long-term and fundamental nature, we must wait for the comprehensive amendment of the Land Law," National Assembly Chairman Tran Thanh Man emphasized.
Also this afternoon, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly stipulating special mechanisms on a number of guidelines and policies in Resolution 71 of the Politburo on breakthroughs in education and training development and gave opinions on the draft revised Law on National Reserves.
