National Assembly Standing Committee: Strong innovative thinking in law-making

To ensure the quality of the draft Law, Vice Chairman of the National Assembly Nguyen Duc Hai requested the Government to fully absorb the opinions of the National Assembly Standing Committee and the review agency.

According to the agenda of the 51st Session, on the evening of November 5, the National Assembly Standing Committee discussed and gave opinions on: the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law; the draft Resolution of the National Assembly stipulating specific mechanisms on a number of guidelines and policies in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; the draft Law on National Reserves (amended).

Freeing up land resources for socio -economic development

According to the Government's Submission on the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law, after more than a year of implementing the 2024 Land Law and documents guiding its implementation, it shows that the new policies of the Law have initially brought about effectiveness, contributing to liberating land resources for the country's socio-economic development.

In addition to the achieved results, stemming from the requirements of national development in the new period, it is necessary to issue a Resolution of the National Assembly to continue institutionalizing the Party's viewpoints and orientations, and at the same time remove some difficulties and obstacles in the process of organizing the implementation of the Land Law.

The Draft Resolution is structured into 3 chapters, 13 articles, with three basic groups of contents: Institutional contents, viewpoints, goals, tasks, and solutions according to the Resolution of the Central Executive Committee and the Conclusion of the Politburo; contents to resolve "bottlenecks" pointed out in Notice No. 08-TB/BCĐTW of the Central Steering Committee on perfecting institutions and laws; contents to continue to remove difficulties and obstacles in organizing the implementation of the Land Law.

Presenting the Verification Report, Chairman of the Economic and Financial Committee Phan Van Mai said that the Standing Committee of the Economic and Financial Committee basically agreed with the necessity of issuing a Resolution of the National Assembly on mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the 2024 Land Law for the reasons as stated in the Government's Submission.

The draft Resolution dossier has been seriously prepared by the Government, in accordance with regulations, and is eligible to be submitted to the National Assembly Standing Committee for consideration and decision by the National Assembly according to shortened procedures. The Economic and Financial Committee proposes to continue reviewing the provisions of the draft Resolution, ensuring compliance with the provisions of the Constitution; not contradicting or overlapping with current laws; ensuring feasibility, fairness, transparency, not causing complaints, lawsuits, or affecting the rights of the people...

Creating breakthroughs in education and training development

The Draft Resolution of the National Assembly stipulating specific mechanisms on a number of guidelines and policies in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development includes 11 articles, stipulating a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development; applicable to educational institutions in the national education system, relevant organizations and individuals.

Commenting on the draft Resolution, National Assembly Chairman Tran Thanh Man noted that the draft Resolution is still scattered, and suggested that the draft Resolution should focus on a number of truly unique and outstanding mechanisms and policies. The drafting agency continues to review the draft Resolution to avoid duplication with the mechanisms and policies expressed in the draft Law and related National Target Programs submitted to the National Assembly at the 10th Session, ensuring the feasibility of the policy.

The National Assembly Chairman emphasized that the authorities need to carefully evaluate, research and propose specific policies to attract social resources to invest in education and training, and prioritize policies to allocate surplus agency headquarters for education. In addition, it is necessary to study more specific regulations on the issue of improving digital capacity; allocate sufficient resources, invest in facilities and technology infrastructure to serve digital transformation, and popularize the application of technology in management and organization of education and training activities.

Concluding the discussion, Vice Chairwoman of the National Assembly Nguyen Thi Thanh highly appreciated the sense of responsibility and innovative thinking, the proactiveness, positivity, and close coordination between the drafting agency and the reviewing agency in the process of preparing documents and receiving and revising the draft Resolution. The draft Resolution document has met the conditions to be submitted to the National Assembly for discussion and approval at the 10th Session of the 15th National Assembly.

The National Assembly Standing Committee basically agreed with the contents of the draft Resolution that had been received and revised according to the opinions of the reviewing agency. At the same time, it requested the Government to direct research and maximum acceptance of the opinions of the National Assembly Standing Committee at the meeting, promptly review and complete the draft Resolution dossier to submit to the National Assembly, ensuring no duplication, brevity, focus, with a spirit of outstanding specificity to create a breakthrough for the development of education and training.

Perfecting the legal system in the field of national reserves

According to the Submission on the draft Law on National Reserves (amended) presented by Minister of Finance Nguyen Van Thang, the purpose of promulgating the Law is to institutionalize the policies and orientations of the Party and State; perfect the legal system in the field of national reserves, thereby creating a complete and timely legal corridor, meeting the requirements of tasks in the new situation; ensuring the unity and synchronization of the legal system, removing obstacles in current legal regulations in national reserve activities, contributing to stabilizing the macro-economy and serving social security.

At the same time, promote decentralization and delegation of power in the development of mechanisms, policies and laws, promote the simplification of administrative procedures and the application of science and technology, innovation and digital transformation; unblock and effectively use all legal resources for national reserves; inherit and promote current regulations that have been proven in practice to bring positive impacts on the country's socio-economy; contents that need to be amended and supplemented must have clear and transparent regulations.

Reporting on the review of the draft Law, Chairman of the Economic and Financial Committee Phan Van Mai affirmed that the Standing Committee of the Economic and Financial Committee and the Standing Committees of the National Assembly agreed with the necessity of promulgating the Law on National Reserves (amended); stating that the draft Law dossier fully complies with regulations and meets the conditions to be submitted to the National Assembly Standing Committee for consideration.

The majority of opinions in the Standing Committee of the Economic and Financial Committee agreed with the proposal to submit to the Standing Committee of the National Assembly for consideration the inclusion of the Law project in the 2025 Law-making Program and submit to the National Assembly at the 10th Session according to the shortened order and procedures; requested the Government to carefully review the scope of amendments, focusing only on the contents that are truly urgent and necessary to be amended immediately, in order to ensure the quality of the Law project when submitted to the National Assembly for consideration and decision.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai stated that the National Assembly Standing Committee highly appreciated the preparation process of the draft Law and the review process of the Economic and Financial Committee.

To ensure the quality of the draft Law, the Vice Chairman of the National Assembly requested the Government to fully absorb the opinions of the National Assembly Standing Committee and the examining agency. In particular, it is important to continue reviewing to ensure full institutionalization of the Party's policies; emphasizing that national reserves should not only serve the purpose of relief in emergency situations but should truly become strategic reserves, serving as a tool to regulate the market to ensure the economy operates stably and effectively according to market rules and socialist orientation, as one of the important pillars of national security, economic security and sustainable development.../.
