At the inspection on the afternoon of November 5, Colonel Ho Song An highly appreciated the proactive response to storm No. 13 of Sa Huynh ward, especially the People's Committee of Sa Huynh ward has finalized the plan to complete the evacuation before 3:00 p.m. on November 6 as well as bring all people remaining on fishing boats and aquaculture cages ashore to safe shelters.
The Director of Quang Ngai Provincial Police also specifically noted that the work of preventing and fighting storm No. 13 must ensure people's safety, considering this a top priority.

For the ward police force, 100% of its personnel must be on duty, and at the same time, have a plan to fully prepare vehicles and necessities to support the people. Closely coordinate with the government and other forces to promptly evacuate people in vulnerable areas, places directly affected by storm No. 13 to ensure safety.
Colonel Ho Song An also noted that enforcement will be resolute in all cases where fishermen or aquaculture households refuse to get off their boats or cages when requested by authorities.
