
BSR held a meeting to proactively and synchronously deploy many response solutions, ensure absolute safety for people and property, and maintain stable operation of Dung Quat Oil Refinery.
According to the National Center for Hydro-Meteorological Forecasting, storm Kalmaegi is moving rapidly at a speed of 20 km/h, likely to make landfall on the night of November 6 and the morning of November 7. Storm No. 13 will directly affect the area from southern Quang Tri to Dak Lak , the focus of impact is from Quang Ngai province to Dak Lak, with strong winds of level 14 (can increase to level 17).
In response to the developments of storm No. 13, Mr. Mai Tuan Dat, Deputy General Director of BSR, Head of the Command Board for Natural Disaster Prevention and Search and Rescue of BSR, said that the entire operating system and functional units of the company have been activated at the highest state of readiness. Mr. Dat also requested the departments "not to be subjective, not to be passive and surprised", while emphasizing the principle throughout is to ensure absolute safety for people, the factory and the environment.
In early November, when there was initial information about storm No. 13, BSR proactively activated the storm and flood prevention plan, organized an urgent meeting with functional departments to review the entire safety system, equipment and infrastructure of the Plant. In particular, a series of specific measures were deployed to ensure the safety of Dung Quat Oil Refinery, such as reinforcing, dismantling scaffolding, tying down flying objects, ensuring the safety of the works. At the same time, inspections were organized, lowering the level of oil tanks, preventing the risk of oil spills into the environment.
BSR also added high-capacity pumps to ensure water control in the sludge drying yard and drainage system. At the same time, the company organized the cleaning and reinforcement of temporary structures, checked roof drainage, drained the bottom of tanks, and ensured no flooding; checked backup power sources, prepared food, and was ready to support people when requested.
BSR also proactively coordinates with units in the Dung Quat port area to share information, monitor weather conditions and deploy rescue plans, ensuring quick response when emergencies occur.

BSR Chairman Bui Ngoc Duong said that the impact of storm No. 13 was very strong, requiring BSR to have appropriate measures to handle the situation.
The Chairman of BSR requested that functional departments need to be prepared before the storm hits, not to be negligent or subjective. In particular, focus on organizing inspections and reviews of all constructions, houses, electrical systems, etc. to ensure safety. At the same time, functional departments need to have smooth coordination and support between related departments and units to effectively respond to situations caused by natural disasters. Research, inspect and coordinate between departments to avoid tank top (exceeding storage limits) in stormy weather.
At the same time, it is necessary to organize planning, summarize and draw lessons after each storm and natural disaster to gain experience and better prepare for the following cases. In particular, it is necessary to ensure maximum safety for workers and the factory's production and business activities during storms; monitor, check and handle technical issues related to the capacity and operation of the entire factory system.
The Chairman of the Board of Directors of BSR also directed the departments to prepare and be ready to support accommodation and safe shelters for local people when storm No. 13 makes landfall. At the same time, ensure food and provisions to help people temporarily stabilize during the storm; ensure absolute safety for company employees and local people in neighboring areas.
"We must thoroughly understand that we will not wait until the storm arrives to deal with it. We also need to proactively guard against situations that may affect the factory from the outside. In addition, we need to prepare a place to welcome people around the affected area to take shelter. We must proactively prepare backup power systems, generators, etc. to ensure the systems at the factory. At the same time, we must be ready to contact the functional forces of Quang Ngai province and Van Tuong commune to promptly report and inform about the response to storm No. 13. In addition, the factory's operating team and related departments need to be ready on-site to promptly respond to problems if technical incidents occur due to natural disasters," emphasized Chairman of the Board of Directors Bui Ngoc Duong.
